QCTO • How do they intend operating • DQP and AQP • Role of Industry • Have now realised SETA’S cannot be left out the process • Signing a MoA so ETQA staff can assist in drafting policies and procedures • Industry need to realise the requirements and whether it can be done without the SETA • Would Industry want CATHSSETA to assist?

DEVELOPMENT QUALITY PARTNER (DQP) • Industry focused body which will draft new qualifications going forward • Not too dissimilar to SGB’S • It is proposed that the SETA play a facilitation role in this regard and coordinate and to an extent fund the activities of DQP’S. • The QCTO will sign SLA with each DQP however they do anticipate the SETA signing several SLA’S with the relevant industry sector/s rather than hundreds of individuals bodies each doing their own thing.

DEVELOPMENT QUALITY PARTNER (DQP) Cont • Five Steps • 1)Sign the SLA • 2)Collate information needed – pre-scoping meeting • 3) Secure agreement on who should do what by when – Scoping meeting • 4) Preparing the necessary documentation for delegation • 5) Sign the SLA • However then the actual work begins • The difference to previous qualifications is that there will be more done on assessment requirements and actual assessment PLUS the Curriculum will be drafted and registered WITH the qualification. • DQP’S will also have to make recommendations on Quality Assurance and the requirements for the AQP. • Doable?

ASSESSMENT QUALITY PARTNER(AQP) • FINAL SUMMATIVE EXTERNAL ASSESSMENT • Assessments will be drafted by registered AQP’S and administered at Accredited Assessment sites. • Industry Association/Professional Body will play this role it is envisaged. • HOWEVER • AQP will ALSO have to do the ACTUAL Quality Assurance if the system is agreed to, i.e you will go and do the verification visits? • Doable? • Would you wish to have the SETA facilitate the entire process and do the QA whilst the Industry is a Moderating Body?

  7. CURRENT PROGRESS QCTO have drafted a MoA and are asking SETAS to sign SETA staff to assist in formulating policies, procedures and with the building blocks of the system. We will be required to work one to two days a week on QCTO Means? Have to do so?

  8. WHAT DOES THIS MEAN FOR YOU? • Qualifications will be reregistered with review and Curriculation happening where possible. • Final external summative assessment • Quality Assurance issues still to be determined. • What do you do? • Quality Training Interventions

  9. CATHSSETA DATABASE UPLOADS • Why is it important to load correctly? • NLRD Uploads (National Learner Records Database) • Your “contract” with the ETQA says you will load regularly not annually or on an ad hoc basis – why? • Update you on progress in other important areas or lack thereof.

  10. FET COLLEGES, NTTPF • Expectations placed on FET Colleges • What can you do? • Partnerships • Patriotism • National Tourism Training Providers Forum

IN CONCLUSION • Exciting yet difficult time we are in currently. • We support the QCTO but are keen to see some structural changes which makes it easier to implement. • As much as some Industry Bodies may feel this is the opportunity to ‘be in control’, do you have the requisite resources and capacity? • Should we not partner in the process? • With power comes responsibility. • We are responsible for our actions – should we not ensure quality is the watchword? • Parting Shot • QUESTIONS
