National Energy Standards Board NAESB • Standards Development • Wholesale Electric Service Across Multiple Transmission Systems (SAMTS) • In broad terms the proposed SAMTS process allows the transmission customer to perform a true-up once all transmission providers complete their request evaluations. • SAMTS draft standards were voted on at June 30 WEQ EC meeting and result was 18-4. Standards were sent out for a notational ballot period.

National Energy Standards Board NAESB • Standards Development • Network Integration Transmission Services (NITS) Standards • Moving beyond OASIS system support for point-to-point transmission service, the WEQ OASIS subcommittee has been working to establish standards permitting OASIS to accommodate network integration transmission service as mandated by FERC Order No. 890. Planning to present to WEQ EC in early 4Q 2011

National Energy Standards Board NAESB • Standards Development • Energy Services Provider Interface (ESPI) Standard • ESPI will provide a consistent method for Retail Customers to authorize a Third Party to gain access to energy usage data. NAESB posted this standard for formal comments on July 7th, 2011, due by August 8th.

CIPS • Grid Act • Recent high-profile hacker attacks on financial institutions, government agencies and private companies have reignited congressional interest in cybersecurity legislation, including specific measures focused on maintaining integrity of the nation’s electric infrastructure. Cybersecurity is considered one of the few areas where bipartisan action is possible in this Congress. • However, the vulnerabilities provisions of the GRID Act "could allow FERC to rewrite the entire body of mandatory and enforceable standards the electric utility industry has worked on for nearly eight years." The bill also would allow the commission to enact standards without first consulting with utility experts on reliability effects, they said. • FERC would receive authority over physical security issues (which has been handled for decades by utilities and local, state and federal law enforcement agencies). The Aurora vulnerability refers to an Energy Department experiment in which a cyber attack was used to destroy a generating unit.
