National Energy Standards Board NAESB • Standards Development • Wholesale Electric Service Across Multiple Transmission Systems (SAMTS) • The SAMTS process allows the transmission customer to perform a true-up once all transmission providers complete their request evaluations. • SAMTS draft standards were approved by notational ballot, and the paperwork for submission to NERC is being prepared as of yesterday.
National Energy Standards Board NAESB • Standards Development • Network Integration Transmission Services (NITS) Standards • Moving beyond OASIS system support for point-to-point transmission service, the WEQ OASIS subcommittee continues to establish standards permitting OASIS to accommodate network integration transmission service as mandated by FERC Order No. 890. Will be presented to WEQ EC in 4Q 2011
National Energy Standards Board NAESB • Standards Development • (NITS) Standards • Informal comment period ended July 29, 2011. They are reviewing comments and adjusting wording. • Due to the volume of information involved there was a motion made to allow a 60 day formal comment period upon posting (late 4th Qtr). Look for June 2012.
National Energy Standards Board NAESB • Standards Development • Energy Services Provider Interface (ESPI) Standard • ESPI will provide a consistent method for Retail Customers to authorize a Third Party to gain access to energy usage data. NAESB posted this standard for formal comments on July 7th, 2011, due by August 8th.
National Energy Standards Board NAESB • Parallel Flow Visualization • Two-Tier Firm Curtailment • The Business Practices Subcommittee (BPS) had sought guidance as to whether it should continue on its present course of including Two-Tier Firm Curtailment as a requirement within the Parrallel Flow Visualization Permanent Solution or whether the proposed requirement is a policy issue requiring Board and FERC action.
National Energy Standards Board NAESB • Parallel Flow Visualization • Two-Tier Firm Curtailment • Two groups formed and each presented their position papers. • After two hours a motion was made to ask the Managing Committee whether Two-Tier Firm Curtailment is within the scope of NAESB. • The question was called 45 minutes later and the motion passed 15-12.
NAESB Members - FYI • E-Tag and Dodd-Frank • Applies to anyone with an end-user derivative, farmers, co-ops, etc., • It is strongly felt that the number of reports and their complexity is vastly underestimated by most groups. • The definition of a swap dealer is unclear, which may result in the inclusion of many parties that do not currently believe they are swap dealers.
NAESB Members - FYI • Standards Review Subcommittee (SRS) • Is swamped and looking for help. • Small group needs more eyes to review information. New Public Key Infrastructure Subcommittee Kickoff meeting in Houston on Thursday September 22nd.
