  5. AB 741 – SEPTIC & SEWER IMPROVEMENT FINANCING • Background-prior legislation • Latest Approach • Recommendation

Background • AB 2182- 2010 by Assemblymember Huffman -funding replacement of private laterals • Built on AB 811-renewable energy (2007) • Amended to include water efficiency (2009) • Allowed loans to homeowners to be paid back through Property Tax Bill • NBWA Board voted unanimously to Sponsor-Mar. 2010 • Amended to include Septic Tank conversion • Vetoed by Governor-October 2010

  7. Latest Approach • AB 741-septic & sewer improvement financing • Existing Law-Health & Safety Code sections 5460-5464 – allows financing by waste water agency with RWQCB abatement order • AB 741- authorize public wastewater agencies to offer voluntary liens to private property owners

  8. Recommendation • NBWA – Join Irvine Ranch Water District as a “Sponsor” for Bill
