Air Quality- PM2.5 Update • PM2.5 Hotspot Analysis now required for Non-exempt projects with ADT>125,000 AND 8% diesels (was >87,500 ADT AND 7,000 diesels)- based on USEPA guidance (see PM2.5 flow chart online) • Projects not exempt under 40CFR93.126 but do not require a hotspot analysis- PM2.5 Conformity Determination approval letter required from FHWA. Coordination with USEPA and OEPA required prior to FHWA. • MOVES2010 approved for regional air quality analysis- Required by March 2012 • MOVES2010 for project level hotspot analysis? Air Quality- MSAT Update • FHWA 9/30/09 MSAT Memorandum • Projects NEPA exempt, CE1, exempt under 40CFR93.126, or projects with no meaningful impacts on traffic volumes or veh mix- no MSAT analysis required • Projects that add capac, add a new interchange, new road on new alignment, or improvement or expansion to intermodal center or other projects that affect truck traffic- MSAT analysis required Noise/Air Quality Update 9/16/10 Consultant Update mtg

Final Updates to 23CFR772 • Category F- no analysis required • Category G- undeveloped land not permitted/planned • Interior use eliminated for residential, hotels, motels • Added interior use for daycares, medical facilities, radio/recording/tv studios • Added exterior use for amphitheaters, auditoriums, campgrounds, cemetaries, daycares, medical facilities, public meeting rooms, public or non-profit institutional structures, radio/recording/tv studios, Section 4f sites, trails, trail crossings, offices, restaurants/bars Noise/Air Quality Update 9/16/10 Consultant Update mtg

Final Updates to 23CFR772 • Use of TNM Lookup Tables eliminated for federally funded highway projects (Eff 7/13/10) • A benefitted receiver will be one that has a > 5 decibel reduction (not >3 decibel) • Type I projects added (noise analysis required) • Substantial horizontal alteration- halving the existing distance between source and receiver • Addition of an auxiliary lane except for when it is a turn lane • Restriping existing pavement for an added thru or auxiliary lane • Addition of weigh station ,rest stop, ride share lot, or toll plaza Noise/Air Quality Update 9/16/10 Consultant Update mtg

Final Updates to 23CFR772 • Use of noise contour lines acceptable for Noise Screenings and land use planning • DOT must solicit the viewpoints from all benefited property owners and residents. • Multi family dwelling with common use exterior area • Noise model validation clarification (compare noise rdg to modeled traffic cts) • OES will update ODOT Noise Standard Procedure accordingly. ODOT Noise Standard Procedure updates (February 2010) • The number of required noise readings were reduced (max of 2 in front row and 1 in second row) • Noise readings are not required for a Final Noise Analysis (unless noise env changed) • The Final Noise Analysis will include barrier design information such as top of wall elevations, bottom of wall elevations, distance offset from roadway centerline, barrier heights, and wall stationing every 100'. • Max noise wall ht is 25‘ (typo corrected) Noise/Air Quality Update 9/16/10 Consultant Update mtg

ODOT Noise Standard Procedure updates (February 2010) • Transparent noise barriers that qualify for federal funding must be approved by the OES Administrator and Deputy Director of the Division of Transportation Systems Development, Central Office. • Noise public involvement is typically conducted after the Preliminary Noise Analysis or Final Noise Analysis is prepared and approved. • For impacted receptors, added privacy fencing alternative in addition to vegetation Noise/Air Quality Update 9/16/10 Consultant Update mtg

ODOT Noise Standard Procedure updates (February 2010) • A majority (51% or greater) of front row receivers desiring the noise wall should be achieved for the abatement to be constructed. • A low response rate (<35%) from the adjacent property owners is considered to demonstrate a lack of interest in getting noise abatement and may result in no noise abatement for the area. ODOT Noise Standard Procedure updates (February 2010) • If a low response rate is received from the first mailed noise survey, a resurvey should be conducted. • Property “owners” will have a deciding viewpoint for or against a noise wall (not rentors). (future ODOT policy- needs FHWA approval) • The results of the noise public involvement (Noise PI Summary) must be reviewed and written recommendations made by the project team on whether or not to construct the noise wall(s), prior to any design activity.
