STRATEGIC PLANNING BACKGROUND • Defines an organization’s strategy or direction. • Government Performance Results Act (GPRA) of 1993 • Requires quarterly performance assessments of Government programs for purposes of assessing agency performance and improvement. • This includes publishing a Departmental: • Strategic Plan, • Annual Performance Plan, • Annual Financial Report, and an • Annual Performance Report. • The GPRA Modernization Act (GPRAMA) of 2010 • Updated performance assessment requirements, established Department performance improvement officers and the Performance Improvement Council (PIC) • Update Strategic Plan within 1 year of Presidential inauguration

  4. FY2014-FY2018 DOT STRATEGIC PLAN • Published November 2014 • Kept Same Strategic Goals from Prior Plan • Safety • State of Good Repair • Economic Competitiveness • Quality of Life in Communities • Environmental Sustainability • DOT Will Need to Publish a New Strategic Plan by 2018

FMCSA STRATEGIC PLAN REFRESH • Keeping the same goals and objectives • Raising the bar for entry, • Maintaining high standards and accountability; and • Removing high-risk carriers, drivers, and service providers from operation. • Update Rulemakings • Update Program Evaluations • Update Policies • Update Safety Initiatives

  6. NEXT STEPS • MCSAC Presentation - June 15th • Revisions - June 16th through July 17th • Formal Executive Review Period - July 2015 • Executive Briefing - August 2015 • Final Strategic Plan Issued - September 2015
