  41. eBuy Results Less than three responses? We may have a situation where competition is sparse, but before we make that determination, we need to review our RFI/RFQ.
  42. eBuy RFI/RFQ Review If the answer to any of the following questions is “yes,” competition may be unnecessarily limited: Is the SOW narrowly defined with overly restrictive specifications or performance standards? Were the specifications overly specific, limiting sources to a single manufacturer? Is the order written in such as way to as create a continuous arrangement with the incumbent contractor?
