What is ENS? • The Event Notification Service (ENS) provides timely notice of a patient’s hospital encounter to the patient’s health plan. • Promotes better coordinated post-discharge care • Can reduce unnecessary hospital readmissions • Helps providers better manage and bill for transitions of care • Easy technical implementation for participating hospitals

How Does ENS Work? • Hospitals • Participating hospitals provide the Florida HIE with copies of their ADT (Admit-Discharge-Transfer) feeds • Hospitals filter 42 CFR Part 2 and self-pay patients • There are no fees for participating hospitals • Health plans • Health plans subscribe to their active members for whom they want to receive alerts by providing a member panel • Subscribing organizations must update their member panel at least every 30 days in order to continue receiving alerts

  4. How Does ENS Work? ENS compares the hospital ADT feeds with the “subscribed to” member panels and when a match is made, delivers notice to the subscribing health plan. All of the information contained in these alerts is already being sent to the health plan when claims are submitted. Health plans work with the patient and with the patient’s primary care provider to ensure appropriate follow-up.

Onboarding Steps • Attend ENS Orientation webinar (optional) • Subscription Agreement & Readiness Questionnaire • The hospital signs the Subscription Agreement, completes Readiness Questionnaire, and submits both documents to AHCA. • The estimated timeframe will vary depending upon hospital legal approval of Subscription Agreement. • AHCA validates documents, prioritizes hospitals based on readiness

Onboarding Steps • Schedule Connectivity Session • Test patient data must be provided at least five days before the scheduled session • Object Identifiers (OIDs) for each hospital location must be provided at least five days before the scheduled session • Ensure that the test system you will be using is identified and be prepared to send a test feed • Ensure that firewall connections are open and that the interface definitions are built at least one day prior to the scheduled session

Onboarding Steps • Schedule Connectivity Session (continued) • Have the production system identified, including the source IP and production client certificate • The system and network admins, ADT integration engineer, and technical engineers will need to participate in the session • Hospitals which have not adequately prepared for their scheduled session will move to the back of the queue for rescheduling • Milestone #1 for LIP participants

Onboarding Steps • Establish Connectivity • Hospital technical staff (and vendor, if applicable) and Harris teleconference to establish secure transmission of data between the hospital interface engine and ENS. • Connection established using SSL protocol • The hospital can then transmit test ADTs to ENS • The hospital must filter 42 CFR Part 2 (substance abuse) patients and may filter self-pay patients • Milestone #2 for LIP participants

Onboarding Steps • Establish hospital Direct account(s) • Harris will issue vouchers to allow the hospital to establish two Direct accounts at no charge. • Direct account(s) are used to receive test alerts and after go-live, receipt of summary reports of alerts sent. • Map & Validate ADTs • Audacious Inquiry works with the hospital to map test HL7 ADTs into human-readable alerts.

Onboarding Steps • Confirm Validation • Hospital confirms that Ai’s HL7 ADT mapping is correct and that filters are working as expected. • Authorize Go-Live • Hospital gives final confirmation that HL7 ADT mapping is correct and that filters are functional. • Hospital confirms that ADT feed is ready to move into production.

  14. Onboarding Steps • Move into Production • The hospital changes test patient ADTs to live patient ADTs and begins transmitting to ENS • The hospital begins receiving a summary report of all alerts sent to subscribing health plans • Milestone #3 for LIP participants
