  3. Who Are Employee and Organisational Development?

  4. How will Learning and Development help you when you join BCC? • We will recommend and arrange development to enable you to familiarise yourself with BCC systems e.g. purchasing, working in a political environment and performance management • We are working with Bronwen Koolik to continue to deliver the L&D Framework for Public Health

How will Learning and Development help you when you join BCC? • We will also ensure BCC managers have the support necessary to make your transition a smooth one e.g. • Understanding your terms and conditions • Understanding the work of Public Health professionals • Set up and facilitate team building workshops • Work with you to identify other induction learning needs

Who Are Organisational Development? • HR ODcan help when the business : • wants to shape and implement major change • needs to solve an urgent business performance problemWecontract : • for the delivery of specific outcomes • following analysis and agreement on needWework : • as part of one delivery team • across HR and OD to provide one-service support • in line with the business timetable and priorities • to take opportunities for One Council working

  9. The TUPE process preserves an individual's employment rights when they transfer to a new employer. All contractual terms and conditions of Public Health staff will remain the same except for those outlined in the 'Measures Letter' Change of working hours to 37 hours per week with no affect upon pay (for all staff employed under 'agenda for change')‏ Change of pay-day to last working day of the month (except for December)‏ All Public Health staff will be entitled to remain on the NHS Pension Scheme NHS Trade Union recognition will transfer across to BCC Transfer will not affect continuous service or redundancy status TUPE Transfer

Measures Letter • All Public Health Staff employed by NHS Bristol will transfer to Bristol City Council with effect from the 1st April 2013. • BCC Code of Conduct will apply to all employees transferring. This has been provided in the Induction pack. • The Council’s Expenses and Benefits Policy will also apply. This covers things such as mileage allowance and expenses claims. This is also included in your pack. • BCC staff are expected required to work from any Bristol City Council location but consideration is given to specific employee circumstances and reasonable adjustments can be made. • From the date of transfer, it is intended that the following posts will be classified as “Politically Restricted”- Deputy Director of Public Health Public Health Consultants Associate Directors of Public Health Measures will be subject to formal consultation starting in September
