Roads and Transport • All spheres have some responsibility for: • Roads • Public transport • Traffic Management and safety • Commuter rail – a national responsibility • National implements through agencies • South African National Roads Agency • South Africa Rail Commuter Corporation • Road Traffic Management Corporation

  2. Roads Network • Proclaimed road network =532 000km • 63 63km or 16,2 % paved • Provincial roads – 348,527km (>80 not paved) • Gauteng - 46% paved roads and most traffic congestion

Roads Expenditure • Spending on roads • A total of R11,6 billion spent between 99/00 and 2001/02 on provincial and national roads • Provinces account for strong growth - 28% from R2,3 b to R3,7b in 01/02 • Roads account for 3,1% of prov budgets • Provinces budget rise from R4,7b in 02/03 to R6,2 b in 2005/06 - average 9,5%

  4. Roads Expenditure • Provinces prioritise maintenance • Its share increase to 60% in 2003/04 • 40% on construction and upgrading • Provinces prioritise paved roads • Transfers to SANRA rise to R1,3 b in 05/06 • Municipalities budget R1,8 b in 2002/03 • Metros account for 50%

Road and Rail Expenditure • R435m spent by SANRAL for poverty projects in roads between 99/00-2002/03 • Local Government roads budget R1,8bn • Metros R892 m • National transfer to SARCC for rail infrastructure • To rehabilitate existing rail infrastructure • Govt spent R1,2bn between 2001/02 and 2002/03 • Additional R2bn for rail over the MTEF

Public Transport • National Transport provides for transport Subsidies – take 60% of its budget • Rail and bus subsidies increase from R2,9bn in 1999/00 to R3,4 bn in 2003/04 • Bus subsidies account for 53% (R1,7bn) • Province budget for transport increase from R896 m in 02/03 to R982 m 05/06 • Provinces provide for additional subsidies, and capacity for transport planning and regulation of taxi industry

  7. Road Traffic and Safety • Provinces project to spent R882m on traffic mgt in 03/04 – rises to about R1 bn 05/06 • Arrive Alive is national programme funded by Road Accident fund • R200m spent on Arrive Alive from 1997 to 2002, over 50% was spent in Gauteng • Provinces invest in upgrading vehicle and driver testing centers • Safety on roads still a major challenge
