The Airport M/W/DBE Program • The Issue: • Airports Rely on the Airport Improvement Program (AIP) for Federal Funds • Federal Belt-Tightening May Cause a Shift to Passenger Facility Charges (PFCs) for Funding • PFCs are NOT subject to M/W/DBE Rules • Bottom Line: • PFC Increases Should be Tied to Expansion of M/W/DBE Rules • We also need stronger local M/W/DBE programs • Key:The M/W/DBE Program Supports the • Local Communities! • Local Jobs and Supports Local Development • Supports a Fair and Even Playing Field • Supports an Environment where Business Has a Direct Stake in the Airport and the Community

Congress: How Things Stand • 113th Congress – 1st Session • Government Shutdown • FY14 Budget Unclear • Sequestration Continues • Polarization on Funding and Revenue Continues • 113th Congress – 2nd Session • Continued Debate on the Budget • Begin Looking at Next FAA Reauthorization (Expires September 30, 2015) • The Debate on the Budget and FAA Reauthorization could Provide Openings
