Four main categories of disasters: Rapid onset (High profile natural disasters) Haiti earthquake and Pakistan floods Chronic conflict situations Afghanistan, Sudan/South Sudan, DRC and oPt Forgotten or hidden emergencies Cote D’Ivoire, Central African Republic (CAR) Cyclical crises Sahel and Horn of Africa

  8. WHY IS FUNDING UNEQUAL? Geo-political interest: high for chronic conflict lacking for forgotten or hidden emergencies Media attention High for rapid onset

  9.  Conclusions: • There systems and political forces trying to separate humanitarian issues and political or security issues – sometimes they do work. • Geopolitical interests are a determining factor in deciding where to intervene – i.e. money follows the security interests. • Within the chosen conflicts – the humanitarian actors strive to work by the humanitarian principles. • A humanitarian crisis does not necessarily become a security issue – the mechanism by which this happens is through large flows of refugees. • .
