  2. Game time is forfeit time ALL participants must have UWRF I.D. Card Team Captains Coin toss prior to game All questions regarding rule interpretations MUST come through the team captain Questions regarding a judgment call are unsportsmanlike Referee has authority to rule promptly, and in the spirit of good sportsmanship, on any situation not specifically covered in the rules Rule 1. Athletic wear only Pennies and flags will be provided by Campus Recreation Cleats are allowed but must be plastic or metal tips No headwear with a hard surface Hooded sweatshirts (tucked OK) No pants/shorts with pockets or belt loops No jewelry of any kind Shirts must be tucked in Rule 1. Dead Ball – any ball not in play Live Ball – any ball that is in play Batting – intentionally slapping or striking the ball with the hand or arm Catch – establishing player possession of a live ball and landing inbounds with at least one foot Interception – the catch of an opponent’s fumble (before hitting the ground) or pass Simultaneous Catch – joint possession of a live ball by opposing players who are inbounds Hurdling – an attempt by a player to jump over an opponent who is contacting the ground with only one or both feet Rule 2. Neutral Zone – the forward point of the football one yard to the opposing team’s scrimmage line and extended to each sideline Screen Blocking – legally obstructing an opponent without using any part of the body to initiate contact Runner – a player in possession of a live ball Rule 2. Two (2) 20 Minute Halves Running Clock Exception: Last two (2) minutes of the second half Play clock is 20 seconds A huddle is not required Two (2) time-outs per GAME Delaying to conserve time is illegal Substitutions can only take place during a dead ball Rule 3.   9. Overtime Procedures Regular Season: Each team will have four downs to score starting from midfield. If neither team scores, the game ends in a tie. Post-Season: The procedure is the same as the regular season with the exception that the process will be repeated until we have a winner. Each team will receive the same number of possessions. Dead ball becomes live when it is snapped legally (between the legs or to the side) Ball is declared dead when the ball goes out of bounds, the runner touches the ground with anything other than the hands or feet, or when the runner is de-flagged In the event a runner’s flags fall off prior to being de-flagged, the rules revert to one-hand touch When a player is de-flagged, the flags must not be thrown in a manner as to delay the game (penalty: unsportsmanlike conduct) Rule 4. Series of Downs A team shall have four (4) consecutive downs to advance to the next zone Zone Line to Gain 20 yd line, midfield, 20 yard line and end zone Penalty resulting in a first down When a penalty result in or stipulates a first down, the team in possession will have a new series of downs to reach the next zone line to gain Rule 5. There are no kickoffs Punts must be declared prior to the kick Once a punt is declared, the ball must be punted or a time-out must be taken in order to change the team’s decision A punt is dead at the spot of the catch, 1st touched by receiving team or where the ball initially hits the ground Touchbacks come out to the 12 yard line Rule 6. All players must be on the line of scrimmage except quarterback and one running back (5=men’s, 6=co-rec) No offensive player may simulate the start of a play prior to the snap (false start) All players must have their flags secure prior to the snap of the ball (penalty: false start) Snap must occur between the legs or to the side(feet facing forward) Quarterback must be at least three yards back from the center at the time of the snap Rule 7. Men’s & Women’s Leagues Touchdown = 6 Points Successful Try for Point from 3-yard Line = 1 point Successful Try for Point from 12-yard Line = 2 points Successful Try for Point from 20-yard Line = 3 points Safety = 2 Points Co-Rec Leagues Touchdown (M2M) = 6 Points Touchdown (M2F, F2M or F2F) = 9 Points Successful Try for Point from 3-yard Line = 1 point Successful Try for Point from 12-yard Line = 2 points Successful Try for Point from 20-yard Line = 3 points Safety = 2 Points Mercy Rules If a team in a Men’s or Women’s league is ahead by 19 points or more after the 18 minute running clock period of the second half has expired, the game is over. In a Co-Rec League the rule is the same but the point spread must be a minimum of 25 points. Rule 8. Scoring Plays

Non Contact Acts Refusal to comply with decision or request of the officials Utilizing words or actions in an attempt to cause a false start Intentionally kicking at the ball (except during a punt) Wearing illegal equipment Dead Ball Fouls Intentionally kicking the ball Spiking the ball (including after a touchdown) Throwing the ball high into the air Rule 9. Prohibited Acts Attempting to influence an official Disrespectfully addressing an official or member of any team Indicating objections to officials’ decisions On the field illegally Using profanity, taunting, insulting or vulgar language or gestures Intentionally contacting an official (DQ) Second Unsportsmanlike Foul (Player in same game) Immediate Ejection & Suspension of a minimum of 1 game Must meet with the Assistant Director before resuming play Third Unsportsmanlike Foul (Team in same game) Forfeiture of the game by the offending team Captain must meet with the Assistant Director before being allowed back into the league Rule 9.   19. Any 5-yard penalties occurring inside of the 10-yard line will be assessed half the distance to the goal. Any 10-yard penalties occurring inside of the 20-yard line will be assessed half the distance to the goal. Loss of down penalties: Illegal forward pass Intentional grounding Tampering with the flag belt Offensive pass interference Automatic first down penalties Roughing the passer Defensive pass interference Rule 10.   20. “Open” versus “Closed” plays Open play means a male quarterback can complete a pass to another male legally. Closed play means that a male quarterback must complete a pass for positive yards to a female, or that a female quarterback must complete a pass for positive yards to anyone on the team. Teams start the game as “Open” A play becomes closed once a male QB completes a pass to a male receiver. A play does not become open again until the above stipulations are met regarding a closed play. A male runner cannot advance the ball through the line of scrimmage. There are no restrictions regarding a male runner after the ball has been advanced through the line. There are also no restrictions on a female runner but a female running the ball does not create an open play. Co-Rec Adaptations
