  1. Comments to FCC on the TVWS Database Managers Proposals Date: 2010-01-19 Authors: Rich Kennedy, Research In Motion

  2. The Proposals • Nine entities have submitted proposals to serve as TVWS database managers • Google • Key Bridge • NeuStar • Comsearch • Spectrum Bridge • WSdb • FFI • Telcordia • KBE • Should IEEE 802 send comments? Rich Kennedy, Research In Motion

  3. Initial Comments from TGaf • Approved by straw poll [17/0/0] • Ask the FCC to authorize multiple database providers in a timely fashion, to encourage competition (i.e., low pricing), innovation, and high reliability • Do not support any architecture with any choke points (e.g., require sync interfaces on a clearinghouse, if one is used by some providers) and do not require a particular architecture  • Require reasonable security means (e.g., certificates for authenticating databases, shared secrets required for devices) - do not generally support hardware based device authentication methods...(Internet security norms) •  Require all database vendors to fully implement inter-database synchronization tasks with open, published APIs (e.g., for sharing any registration data) before being allowed to go operational, in order to assure that single database cannot hold up system (Database to device API should be published) Rich Kennedy, Research In Motion
