  3. Scope • The City of Clifton maintains an Office of Emergency Management. A component of this Office is the volunteer staffing and management of the communications assets of this Office, namely, the OEM Communications Vehicle (OEM-1), OEM Radio Repeater System, and facilities/equipment located at School # 3. This Plan focuses on the volunteer communications effort only.

  4. Mission • The OEM Communications Team exists for the purpose of providing support as requested and directed by the OEM Director. This includes, but not limited to: • OEM communications vehicle support (official emergency activity) • OEM planned event support (parades, services, etc.) • General communications support • Maintaining proficiency with OEM communication assets (regular access and drill of OEM vehicle assets, Radio Repeater System of City Campus, other facilities/equipment) Presence, Proficiency, Preparedness

Team MembersThe Team is comprised of city residents that are federally licensed Amateur Radio Operators proficient in radio communication skills, procedures, and have committed to volunteering their services to their community.

  7. Proposed Schedule of OEM Vehicle Access • In order to facilitate a “presence” within the municipal community and familiarity with the Team’s frequent access to the OEM Vehicle, it is recommended that a schedule of access be adopted. • If Team members are available, it is requested that the OEM Vehicle be available on Sunday afternoons between 1PM and 6PM. • Even so, Captain Snagusky will be contacted in advance so that he can (1) confirm access and (2) inform the relevant personnel of our access.

OEM Communications Assets • Communications Vehicle, designated OEM-1 • Vehicle (International Truck) • Radio Communications Equipment • Public Address Equipment • Generators, various equipment • OEM Radio Repeater System • Spectrum Communications 220 Mhz Repeater System (located in Police Department basement) • Antenna and Feed System (installed on City communications tower) • OEM Communications facility at School #3 • Various radio assets located at basement facility • Antennas, feed lines installed on roof • OEM Communications Barn at City Campus

  9. Municipal Coordination • The OEM Communications Team is subject to the direction of Captain Kenneth Snagusky, Director of OEM. • In the absence of Captain Snagusky, his assigned alternate shall direct the Team.
