2. 2009 Health Information Technology for Economic and Clinical Health Act (HITECH) • Allowed states to establish an Office of the State Coordinator (OSC) • Maine’s OSC coordinates Health Information Technology including health care data systems • Maine’s framework is HealthInfoNet company operating Health Information Exchange (HIE) of Provider clinical information. • Established a federally administered payment program run by CMS for Medicare providers and hospitals • Established a state-administered Medicaid Health Information Technology Program • MaineCare’s program, under the OSC, provides incentive payments for Medicaid providers and hospitals under the Meaningful Use Program • Promotes national and state vision and goals Maine’s Collaborative Approach for HIT

6. Conceptual Approach to Meaningful Use and HIE 2015 2013 2011 Immediate priorities • Increase Providers in the HIE • Increase Usage of the HIE data • Expand Access to health care data for cost, quality and improved health outcomes

OFFICE OF THE NATIONAL COORDINATOR • VISION • A Nation in which the health and well-being of individuals and communities are improved • by health information technology. • GOALS • · Ensure that appropriate information to guide medical decisions is available at the time and place of care; • · Improve health care quality, reduce medical errors, and advance the delivery of appropriate, evidence-based medical care; • Reduce health care costs resulting from inefficiency, medical errors, inappropriate care, and incomplete information; • · Promote a more effective marketplace, greater competition, and increased choice through the wider availability of accurate information on health care costs, quality, and outcomes; • · Improve the coordination of care and information among hospitals, laboratories, physician offices, and other ambulatory care providers through an effective architecture for the secure and authorized exchange of health care information; • · Ensure that patients' individually identifiable health information is secure, protected, and available to the patient to be used for non-medical purposes, as directed by the patient.

8. MAINE OFFICE OF STATE COORDINATOR VISION Preserving and improving the health of Maine people requires a transformed patient centered health system that uses highly secure, integrated electronic health information systems to advance access, safety, quality, and cost efficiency in the care of individual patients and populations. 2015 GOALS Goal 1: All people in Maine will be cared for by health care providers who share electronic health and health-related information securely within a connected health care system using standards-based technologies that promote high quality individual and population health. Goal 2: All people in Maine will have access to a flexible comprehensive consumer centric lifelong health record- “One Person One Record.” Goal 3: Electronic health information will be used by the State Coordinator for Health Information Technology to develop appropriate public and private policies throughout the health care system to promote evidenced based, clinically effective, and efficient care for all people. MAINECARE HIT VISION A Medicaid program that employs secure electronic health information technology to provide truly integrated, efficient, and high quality health care to MaineCare Members, and to improve health outcomes.
