An EIA process is a statutory requirement in terms of:
The proposed development has been identified as activity 1(d) listed in terms of GNR 1182, which reads as follows:
“the construction or upgrading of roads, railways, airfields and associated structures.”
There are two phases to the process:
The Scoping Phase: Provides information on the proposed project, gathers all issues and concerns raised by interested and affected parties (I&APs) and identifies the possible impacts that the proposed development will have on the receiving environment.
The Environmental Impact Phase: Provides a more detailed assessment of the possible impacts on the receiving environment that need to be addressed relating to the issues and concerns raised by I&APs. It also addresses possible measures to minimise or mitigate the negative impacts of the proposed project.
The Scoping Phase is a process to determine whether a proposed activity / project requires an environmental assessment, as well as the type and level of the assessment to be undertaken.
The Scoping Phase:
In terms of the regulations the decision-making rests with the relevant authorities.
