  2. The Challenge Gender Equality is a fundamental right, a common value of the EU, and a necessary condition for the achievement of the EU objectives of growth, employment and social cohesion. Although inequalities still exist, the EU has made significant progress over the last decades in achieving equality between women and men. This is mainly thanks to equal treatment legislation, gender mainstreaming and specific measures for the advancement of women

  3. The lack of knowledge as well as lack of practical know-how is still a problem in many Member States. • ”Gender mainstreaming is a demanding strategy, which requires policy-makers to adopt new perspectives, acquire new expertise and change their established operating procedures”.

  4. The Strategy • Building on previous experiences (EQUAL,GM CoP 2006-2008) a learning network on Gender Mainstreaming lead by Sweden will in the following years work to strengthen Gender Mainstreaming in relation to the ESF.

  5. Main tasks • Encourage and support Management Authorities (MAs) and intermediary bodies to take account of the gender dimension in the implementation of the ESF priority axes. • Promote gender equality as an asset in ESF governance • Jointly create a strong community of practice whose members will learn together and from each other to acquire new knowledge, skills and capacities.

  6. Community of Practice • "groups of people who share a concern, a set of problems, or a passion about a topic, and who deepen their knowledge and expertise by interacting on an ongoing basis."

  7. Working in concentric circles • Different levels of involvement and different tasks. The outer circle is open to everybody who is interested or working in the field of gender equality and GM at regional, national and European level • Participants so far including; • ESF Management Authorities from Sweden, Belgium (Flanders), Belgium (French speaking Community), Germany, Spain, Estonia, France, Portugal, Austria • Intermediary bodies: Commission for Citizenship and Gender Equality (Portugal), National Women´s Institute (Spain), ISFOL (Italy),

  8. Internet based platform for communication and learning • Making the wealth of GM information and knowledge available – resource library • Enabling transnational and intercultural learning and communication Face-to-facemeetings

  9. GenderMainstreaming Network • Steering group • Network coordination • Webb-platform • Reference group, European stakeholders Thematic Working Groups ESF- working group National Contact Points MAs, National Thematic Groups/networks, national stakeholders

ESF working group • Integrating gender mainstreaming into ESF management tasks include; • Base-line study • Training and capacity building programme • European Network of Contact Points • Collect, develop and/or improve management tools • Learning seminars, work-shops • Establishing and developing links with National Networks • Establishing and developing links with European Stakeholders • Collaborating with leading external experts on Gender Mainstreaming

Thematic Working Groups focusing Gender Equality Issues • TWGs; Gender pay gap, Raising awareness, Multiple Discrimination • Exchange of ideas and good practices Validating good practices;Jointly developing tools or improving existing toolsProposing strategies and practices Making recommendations to ESF Managers Making recommendations to decision makers on new policies • Reporting to and working together with the ESF Working Group

GM CoP2006-2008 • Steering group lead by Finland, seven MS, 300 listedmmbers on the platform(nov 2009) • Webb platform with resourcelibrary • Peer Reviews (4) and policy conference (1) • Evaluation: - 70% of the participantshadusedknowledge and new contactsgainedthrough the network in theirdaily work - 93% wereinterested in taking part in new events - 68% hadused the possibility to find new tools, - 80% said that theyhavefoundusefultools
