  2. Why Use Rule 22? • Direct Participation (DP) Program Has Similar Consumer Protection Issues. • Leverages Experience With Existing Direct Access Business Policies And Practices. • ISO Tariffs Focus On Relationships Between ISO And DRP, Ignores End-Use Customer Needs.

  3. Consumer Protection Measures Which Could Be Adopted • Demand Response Providers (DRPs) Would Register With The Commission • DRPs Would Execute A Service Agreement With The Utility, Establish Credit, and Complete Required System Testing • “DASR” Style Enrollment Process Could Facilitate Information Exchange. • Dispute Resolution Process For Consumers • Policies On The Release Of Customer Information

  4. Next Steps • Establish A Working Group To Draft A New “Rule 24” Applicable To DRP Service Roughly Based on Rule 22.
