  3. Twinning the beginning • First introduced in ISO • AIM: to encourage the sharing of ISO/TC Secretariats and Chairmanships between developed and developing countries • In CEN: Even if no developing Countries – same principle could be applied

  4. Resolution BT 16/2006 • “a CEN/TC may appoint one Vice-Chairman. In addition to responsibilities of the role agreed with the officers and members of the CEN/TC, the Vice-Chairman should have a special responsibility to encourage participation of countries in the work of the CEN/TC that are under-represented” and that • “Two CEN members may enter a twinning arrangement in the management of a secretariat to a CEN/TC, subject to notification of the twinning agreement to CMC” • Intention: • Enabling ALLCEN members to contribute to the management of the CEN work programme

  7. Management of the Secretariat of a CEN Technical Committee • Possibility for a CEN National member that is under-represented or inexperienced in the running of Secretariats to enter into a twinning arrangement with the CEN National Member that holds the Secretariat of a CEN/TC

  8. How it works • The two CEN members should notify CEN Management Center that a twinning arrangement is in place; • Precise nature of the twinning arrangement is for the two CEN members concerned to agree amongst themselves.

Appointment of a CEN/TC Vice-Chairman • By the CEN/TC on the nomination of the CEN/TC Chairman and Secretariat for a period not exceeding six years; • ≤ 3 year extension is possible Notes: • No more than one Vice-Chairman shall hold office in a CEN/TC at any time; • No automatic appointment of Vice-Chairman to Chairmanship of the CEN/TC if it becomes vacant

Role of a CEN/TC Vice-Chairman • deputy of the CEN/TC Chairman and supports him in all his duties; • Special responsibility: to encourage participation in the work of the CEN/TC, of countries that are interested in the field of activities but under-represented in the work of the CEN/TC. • The role further defined in agreements within the concerned CEN/TC.

  13. Current situation • The CEN Twinning Concept is recent, guidelines are being finalized; • 0 twinning projects

  14. Some CEN/TC of your interests • CEN/TC 54 “Unfired Pressure Vessels” – EN 13445 series • BSI (UK) Secretariat • CEN/TC 267 “Industrial Piping and Pipelines” – EN13480 series • AFNOR (FR) Secretariat • CEN/TC 269 “Shell and Water-tube Boilers” – EN12952/12953 series • DIN (GER) Secretariat

Some figures • About 30 Technical Committes are developing hENs in the PE sector • > than 200 European Standards providing presumption of conformity to essential requirements of the directive on pressure equipment (97/23/EC) are available (± 70 in dev.) • Secretariat allocations: • DIN (GER): 11 • AFNOR (FR): 8 • BSI (UK): 5 • UNI (IT): 3 • NEN (NT): 1 • NSAI(IE): 1 • IBN (BE):1

  16. How could you play an active role in the CEN Twinning? • Are you coming from a Country that is under represented?   17. What to expect? • Broader participation of ALL CEN members • Benefit for the CEN System • The standardization process will profit from the experience and knowledge of a broader participation

Other possibilities • In order to raise the awareness of standardization, a series of bilateral contacts could be established between new CEN member countries and established member countries. • How?? • promotional workshops can be associated with TC meetings in new member countries; • through seminars aimed at addressing broad stakeholder interests; • Special focused events in the new CEN Member Countries, led by industry and with possible support from the EC… (eventual 2nd phase);
