Goal Implement changes to the code development process that utilizes new and emerging technologies to increase member and stakeholder participation (Remote Participation), consistent with ICC’s mission. The work plan will provide for implementation of new processes by the start of the Code Development Cycle that will lead to the publication of the 2018 International Codes. History: • Raised as an issue with Board of Directors as early as 2003 • CDRAC recommended this goal to the ICC Board April 2011 • Board Approved May 2011 • Board Confirmed October 2011 • Board Confirmed December 2011 • First Steering Committee meeting held January 2012

Security • cdp ACCESS will be designed and implemented using industry best practices for hardware and software security, including considerations raised in NISTIR 7770. • This includes network connections using SSL/TLS, limited physical and system access, and other transactional database auditing. • Wide adoption of online balloting and voting among professional associations and standard-setting organizations

Key Research Findings • A solid majority support cdp ACCESS concepts • cdp ACCESS addresses primary barriers to participation in code development • Most members are likely to participate episodically from remote locations • Viewing testimony and voting on final proposed code change language are two most important factors for online participation

Additional Considerations • Hearing CEU’s: • Participants who attend the hearings (both Committee Action Hearing and Public Comment Hearing) could continue to earn CEU’s. • Code Correlation • The current Final Action Hearing process will allow those in attendance to identify and consider matters of code correlation and keep conflicts to a minimum. Under the new system, correlation issues resulting from the Public Comment Hearing will be identified by staff and identified on the Governmental Consensus Vote ballot. • Certification of Online Voting Results • The Committee recommends that an independent audit/certification function be created
