Transport Policy of the Slovak Republic until 2015 • Transport - one of the key factors of each modern society development. • Priority 6.2 Security protection in transport • - the aim of protection of transport infrastructure and vehicles is to ensure that staff, facilities, transport equipment and information systems that are critical for functioning the society, do not stop to fulfil their functions under any scenarios risks and threats.

  3. Critical Transport Infrastructure • Shouldinclude only those systems in transport whose failure, disruption or destruction would have a severe impact on the security of the state, economic function, health and safety of the population, function of public administration, on which depend other sectors. • Council Directive 2008/114/EC“ establishes the procedure for the identification and designation oftheEuropean CriticalInfrastructures and the assessment of the need to improve their protection.

Transport Sector In the Slovak Republic Critical Infrastructure • ActNo. 45/2011 Coll. of 8th February 2011 about criticalinfrastructure (CI) - competencies and responsibilities of thecentral bodies of state administration of the SR. • CI in transportation sector in the SR comprises road, railway, aviation and water transport. • Thepaperisdealingonlywithidentification of critical infrastructure elements ofland transport, i.e. road and railway transport.

Theoretical Frame for Identification of potential CI Elements in Transport • Critical infrastructure element - meet at least one of these specific criteria: • It is probable, that the element can be a target of a terrorist attack, or it may be threatened by other risk factors, e.g. extreme weather elements. • Risk is unacceptable. • The element is special, it cannot be replaced or renewed. • The effect is so generalized that it is not possible to assume which of the elements with the same function will be affected. • Element appeals as exclusive.

Methodology for identification of potential critical infrastructure elements • Absence of a complex model on the basis of which it would be possible to identify and assess the criticality of particular elements of transport infrastructure. • General methodology of assessment of critical infrastructure elements was created. • Methodology is based on the existing national and European legislation.

  8. Sectoral criteria Based on the point evaluation of partial criteria it is possible to assess the value of criterion that specifies the potential critical infrastructure elements in road and railway transport. K = K1+K2+K3+K4+K5+K6+K7+K8

  9. Cross-cutting criteria • Cross-cutting criteria state the conditions under which individual elements of infrastructure overlapping individual infrastructure sectors are identified as the critical infrastructure elements. • The threshold values of the cross-cutting criteria are determined separately by each Member State. • The real threshold values are generally confidential. • Within our methodology wehave proposed our own scientifically justified threshold values.

  10. Conclusion • The element can be considered as potential critical infrastructure element in case it reaches minimum required sum value of sectoral criteria and at the same time at least one cross-cutting criterion. • Authors of these paper present results of their own research work withinthe FP7 project RAIN in order to develop discussion in international level.
