  2. Contents • Scope • Building Administration - Establishment of Building Authority - Function and powers of the Authority • Building Practitioners

Building Codes • Building codes are sets of regulations governing the design, construction, alteration and maintenance of structures. • The main purpose of building codes are to protect public health, safety and general welfare as they relate to the construction and occupancy of buildings and structures. • Building codes are generally intended to be applied by Engineers and Architects, but are also used by Contractors and sub contractors, developers, safety inspectors and others.

PART 1: ENFORCEMENT SCOPE The objectives of this code are: • to establish, maintain and improve building standards • to facilitate the adoption and efficient application of uniform building standards • to facilitate uniform accreditation of building products, construction methods, building designs, building components, and building systems • to maintain, enhance and improve the safety, health and amenity of persons using buildings including adequate provisions for persons with disabilities.

Enforcement cont’d • to promote and provide for the construction of environmentally efficient buildings • to provide an efficient and effective system for granting building permits, administering building matters and resolving building disputes • to facilitate the cost effective construction of buildings • to aid the achievement of an efficient and competitive building industry

Building Administration • Establishment of Building Authority Established by this Code is a body known as the Building Authority which shall consist of not more than eight (8) members appointed by the Minister, from such persons having a mix of knowledge and experience in the building industry or matters connected with the building industry, and of which two appointed members to be Chairman and Deputy Chairman.

Building Administration cont’d Functions and Powers of the Authority Some of the functions of the Authority in this code are as follows: • To approve documents for use in establishing compliance with the provisions of the Building Act • To process all applications for building permits • To carry out periodic reviews of this Code • To liase with any national body established to deal with building regulation matters • To promote research into building matters

Building Practitioners Application for Registration as a Building Practioner • The qualifications of persons applying for registration as a building practioner in any specified category shall be established by the relevant Minister and published in the Official Gazette. Registration of Building Practitioner • For an individual to be successful on an application and to be approved, that individual should - be of good character and a fit and proper person to be registered
