ENVIRONMENATL MONITORING GROUP COMMENT ON THE NATIONAL CLIMATE CHANGE RESPONSE WHITE PAPER:

This article addresses the gap between policy and implementation, conflicts arising from the growth strategy versus climate change, and the insufficiency of the green economy in tackling sustainability issues. It also discusses the integration of climate change response into water management, the need for stronger parliamentary oversight, and the importance of supporting small-scale farmers and CS institutions in adaptation efforts.

  2. General: • GENERAL • Gap between policy, vision and implementation • Conflict where growth strategy hits Climate Change • Green economy insufficient to tackle sustainability issues • Publication of GHG emissions

WATER • Integration of climate change response into the NWRS and Water for Growth and development • Parliament needs to play a stronger oversight role • WDM should focus on saving water by the big users and not punish the poor • Treatment works system should linked to generation of alternative energy such as biogas • RWH should be upscale • Windmills, water pumps should be serviced and maintained to supplement water in particular in rural communities

Adaptation • About people and their capacity • Adaptation network provides space where different role players could work together • Support for small scale farmers should be priotirised • Need to engage them in different processes that impact on their agricultural practices • Support for other CS institutions that are already running successful educational and awareness programmes

  5. Human Settlement • Low impact technologies for rural communities • Climate change impacts on livelihoods of artisanal fisheries in coastal settlement • Participation is a requirement for capacity building
