This report discusses the NANP Exhaust Assumptions, Uniform/Secondary Number Definitions, and COCUS Requirements. It also covers fees for extensions of number reservations and provides an update on the UNP/ITN project.

NANP Exhaust Assumptions • CONSENSUS STATEMENT of NRO-WG The NRO discussed the NANPA Exhaust Assumptions prepared by NeuStar and expects that certain of the assumptions will be re-worded and re-worked over time. Members of the Working Group had reservations about one or more of the assumptions, but they were generally considered reasonable. In the absence of real data, the path chosen is acceptable but the assumptions must be considered together, not individually. The assumptions that were considered by the Working Group are attached hereto.

Uniform/Secondary Number Definitions (Paras. 14 & 36)Using INC definitions as baseline (5/10/2000 Thousands Block Pooling Guidelines) • Employee/Official Number: “A number assigned by a service provider for its own internal business purposes.” This definition includes numbers assigned at the code holder’s places of business. • Location Routing Number: “The ten-digit (NPA-NXX-XXXX) number assigned to a switch/POI used for routing in a permanent local number portability environment.”

  4. Uniform/Secondary Number Definitions(cont’d) • Test Number: A telephone number(s) assigned for inter- and intra-network testing purposes. This definition is a slight modification from the INC definition. • Temporary Local Directory Number (TLDN): “A number dynamically assigned on a per call basis by the serving wireless service provider to a roaming subscriber for the purpose of incoming call setup.” These numbers are working in the PSTN and are temporarily assigned to a specific customer. These numbers are continually reassigned.

Uniform/Secondary Number Definitions(cont’d) • Wireless E911 ESRD/ESRK Number: “A 10-digit number used for the purpose of routing an E911 call to the appropriate Public Service Answering Point (PSAP) when that call is originating from wireless equipment. The Emergency Services Routing Digit (ESRD) identifies the cell site and sector of the call origination in a wireless call scenario. The Emergency Services Routing Key (ESRK) uniquely identifies the call in a given cell site/sector and correlates data that is provided to a PSAP by different

Both the ESRD and ESRK define a route to the proper PSAP. The ESRK alone, or the ESRD and/or Mobile Identification Number (MIN), is signaled to the PSAP where it can be used to retrieve from the ALI database, the mobile caller’s call-back number, position and the emergency service agencies (e.g., police, fire, medical, etc.) associated with the caller’s location. If a NANPA TN is used as an ESRD or ESRK, this number cannot be assigned to a customer.”

Uniform/Secondary Number Definitions(cont’d) • Dealer Numbering Pools: “Numbers allocated by a service provider to a retail dealer for use in the sale and establishment of service on behalf of that service provider.” • Ported Out Number: A number that is ported from the code holder/block holder to another service provider for exclusive use by the end user customer for whom the number was ported. • Soft Dial Tone Number: Numbers temporarily assigned to line equipment and facilities that permit restricted end-user access to certain essential services (e.g., Operator, 911, service provider business office).

  8. COCUS Requirements Document • Consensus reached on reasonableness test formulas • Plain English description of formulas to be presented separately. • Brian Baldwin and Eleanor Willis-Camara to present draft of standalone document outline at June NANC meeting.

  9. Fees for Extensions of Number Reservations • Assumptions: • Carriers would collect the fee. • The FCC intended the reservation extension fee to be greater than carriers’ administrative costs in maintaining the reservation. • The fee must be large enough to provide a disincentive to reservation extensions. • Revenue from fees charged for reservation extensions should not be used as a source of profit for carriers.
