3. This project will explore… • 3 or 4 phenomena: elections or institutions or countries or political parties or bureaucracies • 2 theories that contrast and will be tested in the light of historical or comparative examples • But is limited to three decades /economic cycles/ election cycles

Expected Findings • Alpha theory is not confirmed by historical data • Bravo theory is supported by comparative data • Of the three Republican presidencies we have compared, two were more successful in foreign than in domestic policy; the third was in office during a threat that was economic rather than national security. • Of the 3 health care systems contrasted, the two national systems were 40% cheaper than the US.
