Note • The specific language for these changes is still under development • The language presented is intended to provide the flavor of the proposed changes
DA Program Definitions • Day-Ahead programs are an option off the Real-Time Program • Resource must be in a Real-Time Program • ICAP credit measured by Real-Time Program performance • Entire offer must be economic to clear (hourly offer + curtailment initiation price) • No payment for interruptions outside cleared hours and RT Program hours
Definition The Day-Ahead Load Response Programs provide a Day-Ahead aspect to the Real‑Time programs. The Day-Ahead Load Response Programs allow Real-Time program participants to offer energy reductions (100 kW minimum) of curtailment into the Day-Ahead Energy Market. If the curtailment offer clears in the Day-Ahead Energy Market, the resource will be paid the applicable Day-Ahead Zonal Price. Differences between the actual curtailment and the offered capacity are settled at the appropriate Real-Time Zonal Price (except during OP-4 events) as specified later in this manual.
Definition (2) Resource offers will only clear in the Day-Ahead Energy Market if the resource will recover its complete offer price (including curtailment initiation price). If a resource devates in Real-Time from its cleared Day-Ahead offer, that deviation will not be eligible for Operating Reserve credits or responsible for Operating Reserve charges. The Real-Time deviation will be charged or credited at the Real-Time Zonal LMP (except during OP-4 events) as specified later in this manual.
Definition (3) Resources participating in the Day-Ahead Load Response Programs are eligible to qualify as an ICAP Resource only if the resource is in either the Real-Time Demand Response Program or the Real-Time Profiled Response Program. Resources in either the Real-Time Demand Response Program or the Real-Time Profiled Response Program qualify as an ICAP Resource in accordance with NEPOOL Manual for Installed Capacity, M-20. The performance criteria and level of ICAP credit are defined later in this manual. Resources participating in the Day-Ahead Load Response Programs that are participating in the Real-Time Price Response Program are not eligible to qualify as an ICAP Resource.
