It doesn’t. In fact, the work permit for an ICT is exempt from completing an LMIA, which is required for most work permits in Canada. The similarities lie in the ICT Business Plan and the LMIA Owner Operator Business Plan. The ICT is a Canadian work permit program that allows a qualified multi-national enterprise to transfer an eligible foreign employee to their Canadian parent, subsidiary, branch or affiliate. On the other hand, the LMIA Owner Operator option allows interested candidates to receive a work permit by purchasing a controlling interest in a new or existing Canadian business, so long as they will also be primarily responsible for running it.
