Mission Components : For Mission Cities * : Sub mission-I :Urban Infrastructure & Governance Sub mission-II :Basic Services for the Urban Poor The infrastructure development as well as problems of slums in non-mission towns are to be addressed under the following two schemes namely: • Urban Infrastructure Development Scheme for Small and Medium Towns (UIDSSMT). • Integrated Housing and Slum Development Program (IHSDP) * 63 Mission cities which includes Kolkata Metropolitan Area and Asansol Urban Area JNNURM

Mission Objectives BSUP & IHSDP • Focused attention to Integrated Development of Basic Services to the Urban Poor in the Cities covered under the mission • Providing Basic Services to Urban Poor including • Security of Tenure at affordable prices • Improved Housing • Improved Water Supply, Sanitation etc. • Ensuring delivery through convergence of other already existing services of the government • Providing dwelling units near the place of occupation of slum dwellers as far as practicable JNNURM

Mission Objectives BSUP & IHSDP • Secure effective linkage between Asset creation and Asset management for self sustainability over time • Ensuring adequate investment of funds to fulfill the deficiencies in the basic services • Scale up Delivery of Civic Amenities and Provision of Utilities with emphasis on universal access to Urban Poor JNNURM

Admissible Components BSUP & IHSDP • Integrated development of slums • Development / improvement / maintenance of basic services to the urban poor • Slum Improvement and rehabilitation of projects. • Projects on water supply, sewerage / drainage, community toilets / baths etc. • Houses at affordable cost for slum dwellers / urban poor / EWS / LIG categories • Construction and improvement on drains / storm water drains • Environmental improvement of slums and SWMs • Street lighting • Civic amenities like community halls, child care centres etc. • Operation on maintenance of assets created • Convergence of health, education and social security schemes JNNURM

  6. JNNURM in West Bengal • Mission Cities: Two • Megacity - Kolkata Metropolitan Area (KMA) covering 41 ULBs • Million Plus - Asansol Urban Area having 5 ULBs • SLNA • UIGS & BSUP : Kolkata Metropolitan Development Authority (KMDA) • UIDSSMT & IHSDP : State Urban Development Agency (SUDA) JNNURM

JNNURM in West Bengal • Progress • 5 meetings of SLSC, under the Chairmanship of MIC, MA & UD held so far • CDP of Asansol U A approved • CDP for KMA approved by GoI subject to some modifications • Modified CDP submitted, GoI suggested addl. inputs. Final CDP to be submitted in June 07. • MoA signed between GOI and State Govt. & ULBs JNNURM

Action taken for implementation • Initial meeting held with Chair persons of Corporation / Municipality to sensitize them on objectives, implementation strategy and reform agenda • Separate meetings held with • Kolkata Metropolitan Area Municipalities • ULBs in Asansol Urban area • Non mission Municipalities • Further Meetings held separately with municipalities and technical personnel for finalising the implementation strategy • Training programmes conducted for elected councilors and officials • Training already completed for 39 towns out of 59 towns covered under BSUP & IHSDP JNNURM

BSUP and IHSDP : Implementation Strategy To be implemented by ULBs with technical support by MED/KMDA Detail guidelines issued by Municipal Affairs Dept and KMDA • Progress of schemes to be discussed regularly at ULBs meeting • Constitution of taskforce to implement schemes • Earmarking of responsibility • Involvement of ward committee, CDS to be encouraged • Dissemination of information at ward / slum level • Booklet showing project components & commitment on reforms to be prepared and circulated JNNURM

Slum Infrastructure • Tender Packages to be finalised for – • Laying of pipeline for water supply • Road and drains • Community toilets • Street light • Community centers • Community Seva Kendra • Setting up of CDS has been made mandatory in the West Bengal Municipal Act. • Ward committee / CDS to be associated with project implementation. • Arrangement to be made for O&M in future through BWMC JNNURM

Slum Housing • Identification of beneficiary • Maintenance of database on beneficiary • Display of list at ward level • Collection of beneficiary contribution • Tie up with banks/ CDS for loan when necessary • Involvement of beneficiary committee in supervision of work • Inclusion of the beneficiary under livelihood promotion programmes JNNURM

Convergence of Socio-economic Programme with BSUP / IHSDP • Urban Household Survey for preparation of Municipal Poverty Profiles with due attention to land tenure, shelter, water supply, sanitation, education and other amenities is complete • Computerisation of data-base for the urban poor and preparation of urban poverty alleviation strategy under process • Urban Poverty Alleviation Cells set up at municipal level for effective convergence of poverty related programmes • Health and Family Welfare Committee set up at Municipal level to oversee health issues and its redressal JNNURM

Convergence of Socio-economic Programme with BSUP / IHSDP • Primary Health Care services being delivered at the door steps of urban poor families through Honorary Health Workers’ schemes • Specialised health care services with emphasis on mother and child care being provided to urban poor families at a nominal cost • Child education/ adult education programmes being taken care of under Central/ State programmes like SSA/ SSK/ Mass Education Programme • Livelihood promotion programmes for BPL families being taken care of under SJSRY, KUSP and other State programmes • Basic services namely sanitation, water supply, etc. being provided to the urban poor under Central/ State schemes JNNURM

Approved BSUP (Sub-Mission-II) projects in KMC Area • Housing at Nonadanga Agency: KMDA & KEIP/KMC • Components : 2848 flats with associated infrastructure facilities. • Work Cost : 41.72 crore • Physical progress : LoI is issued. • Work to start within June 2007 • Housing for a Bank Dwellers • - Agency : KEIP/KMC • - Components : 1280 flats with associated infrastructure facilities. • Work Cost : 15.77 crore • Physical Progress : Work has started JNNURM

Specific BSUP projects in KMC Area being implemented by KMDA • Urban Renewal at Kumartuli Components : Improvement of slum like settlements by providing infrastructure facilities, 524 flats, Community working spaces, Community space to display images / art works for clay modelers and associated artisans. • Work Cost : Rs. 22.16 Crore • Physical progress : • Identification of beneficiaries along with area of work place and residence per beneficiary has been finalised. • Technical details of infrastructures, work places and residences finalised • Location for temporary rehabilitation of the artisans have been identified and being negotiated with the land owners for purchase by KMDA • Temporary rehabilitation and work place arrangements are being finalised • Temporary rehabilitation to be carried out after Durga Puja festival. After such rehabilitation, the main project work will start JNNURM

Approved BSUP (Sub-Mission-II) projects in KMC Area • Chetla Housing Project • Components : 416 flats with associated infrastructure facilities. • Work Cost : Rs. 8.24 Crore • Physical Progress : • The project involves construction of 416 Dwelling Units in 13 buildings for which demolition of existing dilapidated 13 buildings is involved. This will be done in a phased manner. Space has been identified within the site for phased rehabilitation. However, due to congested site and difficult working conditions, our tender notices on two occasions had no response from the contractors. • Now it has been decided to execute the project through PPP by providing additional space elsewhere in KMC area to Private Partner for commercial exploitation. Project expected to start in July JNNURM

  23. Approved BSUP (Sub-Mission-II) projects in other ULBs within KMA Physical Progress : The schemes will be executed by the respective ULBs with overall supervision and technical guidance of MED / KMDA. Guidelines for implementation of these schemes have been already circulated. Tender documents are being finalised and tenders to be invited shortly. Work orders expected to be issued by end July 2007.

Work orders expected to be issued by end July 2007.
