  2. OVERALL GOAL OF COMMISSIONERS Working towards the realisation of the vision and mission of the CGE by establishing good governance and ensuring that the organisation operates effectively and efficiently

COMMISSIONERS’ OBJECTIVE • To attain this Goal of Commissioners, following objectives must be pursued: • Ensure good corporate governance exists by executing fiduciary responsibility and perform oversight function • Make strategic Interventions and provide leadership in relation to gender equity and equality issues • Ensure the CGE organisational policies and practises are consistent with its vision and organisational values • Preserve institutional autonomy and independence • Strengthen institutional systems by serving on statutory, theme and any other Committees as allocated by Plenary

  4. COMMISSIONERS’ OVERSIGHT WORK Following structures exist to oversee the work of Commissioners. Plenary:- Meetings of Commissioners and CEO are convened on Quarterly basis to coincide with secretariat quarterly reporting on the implementation of the Annual Performance Plan (APP) and Budget. Plenary took place on the 24th to 25th August 2016 to consider First Quarter Reports. Tele-Plenaries are called to consider urgent business. Extra ordinary Plenary: are called to discuss and consider issues of mutual interests.

CGE OVERSIGHT COMMITTEES Established in accordance with Good governance Principles and Commissioners’ fiduciary responsibilities: these include :- • Strategic Planning Monitoring and Evaluation (SPME) - 1 meeting • Finance - 1 meeting • Fundraising– 1 Meeting • Human Resources and Remuneration (HR&R) – 1 meeting • Information Technology and Communications (ITC) - 1 meeting • Good Governance and Social Ethics (GGSE) - 1 meeting • Research and Education - 1 meeting • Legal and Complaints -1 meeting • Audit Committee – 1 meeting

ROLE OF COMMISSIONERS IN CGE COMMITTEES • Assist with conceptualising planning and development of recommendations for the thematic areas • Perform an oversight role in overseeing the implementation of agreed upon programmes • Perform a support role in the implementation of agreed upon programmes as required • Provide a link between committee and Plenary, taking forward any issues requiring decision or guidance from Plenary

  7. ROLE OF COMMISSIONERS IN PROVIDING SUPPORT TO PROVINCES a. Each Province is assigned a lead Commissioners and a back up Commissioner to lend support to provincial interventions; b. Commissioners support and participate in provincial interventions and activities as requested by Provincial Coordinator. c. Strengthening networking with key state, private sector and civil society organizations in the province. d. Meeting and presentation with Provincial Gender Machinery and other structures like Provincial Legislature, House of Traditional Leadership and Civil Society Organization. e. Identify key issues of gender equality emanating from the work of provinces, and work with Provincial Coordinator to strategize on the take up and resolutions of issues, either through engaging with relevant provincial stakeholders, or referring this for national intervention, through the office of the Chairperson and CEO

  8. 1. Mr M SHOZI - CHAIRPERSON • 1. Strategic Objective Number One: To ensure the creation and implementation of an enabling legislative framework that promotes the attainment of Gender Equality. • 1.1 Public Hearing Mpumalanga - consultative engagements with women in Traditional Councils (Queens/Amakhosikati) and female members from Royal families within the Tribal Councils. • 1.2  Practice Direction no:16 (Restitution of Land Rights Act 22 of 1994) - The President accepted and offered to include the practise note in the lands Claim court statue books. • 1.3 Equality Review Committee Meeting • 1.4 Meeting with the Deputy Speakers – to discuss the financial position of CGE, Kader Asmal Report, CGE Research Reports, Commissioners’ vacant positions as well as overall CGE successes and weaknesses • 1.5 Developing MOU with the Commission for Employment Equity.

Strategic Objective Number Two: To protect and promote gender equality by engaging with relevant stakeholders to educate and raise awareness on issues of gender equality, challenge patriarchal perceptions and stereotypes and take action against infringements of gender rights through the implementation of appropriate redress. 2.1 Meetings with Women of Marikana (Sikhala Sonke), CRL, Transformation Oversight Committee for Higher education and Dr Vuyo Mahlathi (As a member of the Planning Commission). 2.2 CGE 20 Years Review Report - to be finalised. 2.3 Gertrude Shope Annual Forum Lecture - presented on the South Africa’s experience on Conflict Resolution and Peace Building in South Africa and Africa. 2.4 Provincial Stakeholder Engagement GP and FS - outlined key issues and trends that hinder the attainment of gender equality in the province. 2.5 Events – National Women’s Day, Tshintsha Amakhaya, UNISA SAWID Women’s Month Celebration.

Strategic Objective Number Three: To monitor state compliance with regional and International conventions, covenants and charters which have been acceded to or ratified by the Republic, relating to the objects of the Commission. 3.1Free State Province Stakeholders engagement on Agenda 2030 and Sustainable Development Goals. 3.2 Mozambican Human Rights Commission visited CGE and both organisations shared experiences and how they implement their mandates.

Strategic Objective Number Four: To build an effective, efficient and sustainable institution that will fulfil its constitutional mandate on gender equality. 4.1 Attending training on Monitoring and Evaluation Course facilitated by School of Government. 4.2 Meeting with Public Protector - Chairperson and CEO met with the Deputy Public Protector to discuss the report entitled unsettled business. 4.3 CGE Standing Committee Meetings –Plenary; Good Governance; Strat Planning, Monitoring & Evaluation; Legal; Human Resources; Finance & fundraising Committee. 4.4 Forum for Institutions Supporting Democracy (FISD) Meetings.

Ms NFT MPUMLWANA - DEPUTY CHAIRPERSON • Strategic Objective Number One: To ensure the creation and implementation of an enabling legislative framework that promotes the attainment of Gender Equality. 1.1. Reviewed CGE submission on Labour laws Amendment Bill 1.2. Advancing the Uthukela District Municipality Maiden Bursary Investigative Report.

Strategic Objective Number Two: To protect and promote gender equality by engaging with relevant stakeholders to educate and raise awareness on issues of gender equality, challenge patriarchal perceptions and stereotypes and take action against infringements of gender rights through the implementation of appropriate redress. • 2.1 Monitored and observed 2016 Local Government Elections. • 2.2Public Lecture: Rhodes - launch the Teach-In week and present a topic in relation to Local Government Elections and reflect on the current state of our democratic institutions in South Africa. • 2.3 Meeting with Speaker of Eastern Cape Legislature - Hon Kiviet - Jobs for Sex matter • 2.4 Meetings with CRL, UNISA, CEE, Transformation Oversight Committee for Higher education and Dr Vuyo Mahlathi (As a member of the Planning Commission), Equality review Committee. • 2.5. Interviews – ENCA Judge for Yourself Show (Women’s Rights) and DSTV Channel 404 (Women in Power)

Strategic Objective Number Two: To protect and promote gender equality by engaging with relevant stakeholders to educate and raise awareness on issues of gender equality, challenge patriarchal perceptions and stereotypes and take action against infringements of gender rights through the implementation of appropriate redress. Continues 2.5 Events – National Women’s Day, PWMSA 10th Review Summit, UNISA SAWID Women’s Month Celebration, Big Debate, UJ Photographic Awards Exhibition, UN Women Civil Society Advisory Group, Public Protector – “Mothers, Daughters and Sisters” Women’s Month Commemoration, SAWLA Women in Law Dialogue 2016 and Beyond Conference. 3. Strategic Objective Number Three: To monitor state compliance with regional and International conventions, covenants and charters which have been acceded to or ratified by the Republic, relating to the objects of the Commission. 3.1 Made an interview on the Evaluation of UNDP Contribution to Disability in South Africa.

  15. 4 Strategic Objective Number Four: To build an effective, efficient and sustainable institution that will fulfil its constitutional mandate on gender equality. 4.1Facilitated the process finalising and presentation of the 2015/16 Annual Report to Parliament. 4.2 Monitor the Monitoring and Evaluation Workshop for Commissioners and Staff. 4.3 AttendedParliamentary briefing to the Portfolio Committee on Women in the Presidency on CGE 4th quarterly report for 2015/16 and 1st quarterly report for 2016/17. 4.4 Attended Briefing of the Select Committee on Corporate Governance and Traditional Affairs on CGE Annual Performance Plan 2016-2017 4.5 Acted as a Chairperson from the 18th January to 05th February 2016 as well as 14-25th March when the Chair was at CSW 60 Session. 4.6 Forum for Institutions Supporting Democracy (FISD) Meetings. 4.7 CGE Standing Committee Meetings –Plenary; Strat Planning, Monitoring & Evaluation; Education and Research; Human Resources; Finance & fundraising Committee.

Strategic Objective Number Two: To protect and promote gender equality by engaging with relevant stakeholders to educate and raise awareness on issues of gender equality, challenge patriarchal perceptions and stereotypes and take action against infringements of gender rights through the implementation of appropriate redress. 2.1Handed-over two Computers in Mdantsane School and King William`s Town School. 2.2 Attended the Official Opening of the Results Centre of the IEC at the International Convention Centre in East London. 2.3 Monitored and observed 2016 Local Government Elections. 2.4 Meeting with CRL. 2.5 Attended the State of the Province Address held the Eastern Cape Legislature

Continue 2.6 Attended a meeting between the Chapter 9 & 10 Institutions hosted by the Speaker of the Eastern Cape Provincial Legislature . 2.7 Presented on CGE Employment Equity Report within EC Government Department. 2.8. Events – National Women’s Day (Pretoria), Provincial Women`s Month Commemoration (Queenstown), Voter Education Teleconference, Domestic Workers Summit, Social Cohesion Public Hearings in Abbotsford. 4 Strategic Objective Number Four: To build an effective, efficient and sustainable institution that will fulfil its constitutional mandate on gender equality. 4.1 CGE Standing Committee Meetings -Strat Planning, Monitoring & Evaluation; Education and Research;

Strategic Objective Number Two: To protect and promote gender equality by engaging with relevant stakeholders to educate and raise awareness on issues of gender equality, challenge patriarchal perceptions and stereotypes and take action against infringements of gender rights through the implementation of appropriate redress. 2.1Shared the CGE’s mandate, activities and the importance of men in creating a society free of GBV by challenging patriarchy at the Depart of Finance (NW), Depart of Environmental affairs (WC) and COGTA Limpopo. 2.2 Presented CGE mandate and activities to New Age, Editors, Journalists and ANN7 staff members. 2.3 Presentation on CGE’s transformation hearings at Institutions of Higher Learning at the International Women’s Graduate Conference (CT).

Strategic Objective Number Two: To protect and promote gender equality by engaging with relevant stakeholders to educate and raise awareness on issues of gender equality, challenge patriarchal perceptions and stereotypes and take action against infringements of gender rights through the implementation of appropriate redress. Continue 2.4 Attended Women’s Workshop at the University of Venda. 2.5 Attended 60th Celebration of the Women’s March at the Constitutional Hill. 2.6 Presented at the Seminar organised by the Institute For Conflict Resolution discussing the Murder Case Oscar Pistorius. 2.7 Presentation focused on GBV, inequality, patriarchy, human rights and CGE mandates, activities, programs and its role in deepening and protecting our democracy at Amhed Kathrada Foundation. 2.8 Meetings with CRL, Transformation Oversight Committee for Higher education. 2.9 Events – National Women’s Day (Pretoria)

Strategic Objective Number Two: To protect and promote gender equality by engaging with relevant stakeholders to educate and raise awareness on issues of gender equality, challenge patriarchal perceptions and stereotypes and take action against infringements of gender rights through the implementation of appropriate redress. 2.1Mandela Day Celebration - participated in the hospital cleaning towards improving the condition of the provincial hospital in PE. 2.2 Monitored and observed the Panayiotou Murder Case. 2.3Higher Education HERS Academy Conference – discussed women's needs and challenges in their workplace Skills development and empowerment. 2.4 Events – National Women’s Day (Pretoria)

Strategic Objective Number Two: To protect and promote gender equality by engaging with relevant stakeholders to educate and raise awareness on issues of gender equality, challenge patriarchal perceptions and stereotypes and take action against infringements of gender rights through the implementation of appropriate redress. 2.1 Observed and monitored Local Government Elections 2016. 2.2 Attended Young Women’s Dialogue hosted by Department of Women 2.3 NW Women’s Summit - Women United in Moving South Africa forward towards 50/50 2.4 CGE Standing Committee Meetings -Plenary, Good Governance, Research and Education. 2.5 Events – National Women’s Day, PWMSA 10th Review Summit, UNISA SAWID Women’s Month Celebration, Mandela Day NW, Men’s Health Session Depart of Environmental Affairs, MTN Foundation Women’s Month Celebration, Round Table on Women and Science, Department of Arts and Culture celebrated women’s month, Disability Indaba

Strategic Objective Number Two: To protect and promote gender equality by engaging with relevant stakeholders to educate and raise awareness on issues of gender equality, challenge patriarchal perceptions and stereotypes and take action against infringements of gender rights through the implementation of appropriate redress. • 2.1 Attend the opening of the New Skills Centre, named after Anene Booysen by Min Blade Nzimande • 2.2 Visited the following areas in the Western Cape: Red Hill, Viusit Brittania Bay, Nyanga, Chatsworth, Kleinmond, Mebekweni, Paarl, Moreesburg, Elandskloof, Citrusdal, Napier, Caledon area, Robertson/ Worcester.Bokmakkierrie, Dido Valley, Robertson Advice Office, Rawson ville, Wellington, Gansbaai, Franschhoek, • 2.3 Met with Acting Judge Land Claims Court to discuss the acceptance and endorsement of Practice Note No. 16 • 2.4Attended the Women’s Development Bank Celebratory Dialogue – presented One Woman One Hectare of Land Campaign.

Strategic Objective Number Two: To protect and promote gender equality by engaging with relevant stakeholders to educate and raise awareness on issues of gender equality, challenge patriarchal perceptions and stereotypes and take action against infringements of gender rights through the implementation of appropriate redress. 2.1 Worked on the Concept Note for MP engagements with traditional leaders. 2.2 Monitored Litigation Matters in Nauuwpoort and Robilliard cases. 2.3 Observed and Monitored 2016 Local Government Elections. 2.4 Interview – Jozi FM - Awareness on Gender Equality and how to deal with infringements of the gender rights of girls 2.5 Interview – Ligwalagwala FM - Awareness on Gender Equality and how to proceed with gender transformation in South Africa. 2.6 Events - Legal Reform Commission Student Essay (On Constitutional Law) Awards, Top Women Conference: Dept of Women and Standard Bank, Africa Public Service Day,

Meeting with Mozambique Human Rights Commission. 4. Capacity building on M&E Training

Strategic Objective Number Two: To protect and promote gender equality by engaging with relevant stakeholders to educate and raise awareness on issues of gender equality, challenge patriarchal perceptions and stereotypes and take action against infringements of gender rights through the implementation of appropriate redress. 2.1 Gender Politics - panel discussions on gender and sexuality advocacy programmes remain vital in their work and social spaces to ensure the safety and protection of vulnerable populations in the post-apartheid reconstruction of South Africa. 2.2 Unsettling, Unlearning and Undoing Gender-Based Violence – discussions on rape and sexual assault. 2.3 Interview - Umhlobo Wenene - Is enough being done to empower women and to deal with gender issues in South Africa? 2.4 Attended and participate in the Legal Clinics - Mkunya, Mceleni and kwaCele (KZN). 2.5 Attended the KZN Legislature SDGs Workshop

Strategic Objective Number Four: To build an effective, efficient and sustainable institution that will fulfil its constitutional mandate on gender equality. 4.1 CGE Standing Committee Meetings - Plenary, Legal and Complaints, Good Governance and Ethics, Research and Education 4.2. Capacity building on M&E Training
