    3. What Problem Does JCAs Address? DOD processes currently talk in five different languages… Policy talks in terms of strategic priorities Programming talks in terms of appropriations and PEs Planning talks in terms of force packages Acquisition talks in terms of cost, schedule and performance parameters Requirements talks in terms of capabilities and gaps You cannot have an enterprise-wide capabilities-based strategy-to-task discussion without a common language JCAs have provided a rudimentary language which have some traction, but fall short of being ….

    4. In March of this year, the DepSecDef published this memo relating to JCAs and their usage. In it, he recognized the utility of the initial set of JCAs, but acknowledged that they needed additional refinement to make them more useful across the Department and to include all the Department’s capabilities. Secretary England tasked the Chairman to conduct a Baseline Reassessment of the JCAs. This body approved 9 new tier 1 JCAs on June 14th, and the DAWG endorsed them on June 22nd. We’re scheduled to update the DAWG tomorrow morning with today’s results. Next slide. In March of this year, the DepSecDef published this memo relating to JCAs and their usage.     19. As I’m sure you all know, JCAs go back to the Joint Defense Capability Study published in December of 2003. The Secretary of Defense approved the initial set of JCAs in May 2005, and directed their use across the Department where appropriate. In March of this year, the DepSecDef published two memos relating to JCAs and their usage. In these memos he recognized the utility of the initial JCAs, but acknowledged that they needed refinement to make them more useful across the Department, hence this Baseline Reassessment. He also tasked the IR&G co-chairs to write a JCA Implementation Plan which is in work. These examples of how JCAs are being used today range from JCAs used as the organizing construct for the new GDF, to COCOM planning use of JCAs via the Linking Plans to Resources (LPTR) model. This links the processes from strategy to task, facilitating the tasks in the middle such as IPL submission. These definitions evolved slightly over the last several months as the decomposition unfolded and to provide added clarity in establishing the left and right boundaries for each JCA. The decomposition and their definitions thatyou have in front of you is the result of a lot of hard work by communities of interest that include your staffs, tremendous involvement by OSD, and thoughtful inputs from the COCOMs and Combat Support Agencies.
