Sustainable Energy Africa: Leading the Way in Equitable and Environmental Energy Development

Sustainable Energy Africa (SEA) is a non-profit organization focused on promoting sustainable energy approaches and practices in the development of South Africa, prioritizing equity and environmental considerations. SEA has contributed to energy policy development in South Africa and other African countries, and is a leading city energy support organization with a focus on capacity building and networking. The organization has also authored leading publications on energy in South Africa and is a member of the Energy Caucus and Renewable Energy working group.

  1.   2. Ch 1:Objectives of Energy Act • Socio-economic and environmental issues must be our priority. We acknowledge that energy security is important, • but it should not be at the expense of poor people or the environment. • Reordered the objectives: issues of access, poverty, and environment first.

  3. Ch 2: Access • Welcome universal access to energy as per the constitutional right • Section 5(1),“… access to appropriate forms of energy and ENERGY SERVICES”- Other forms of energy such as thermally efficient housing. • Section 5(2)(b), …the programme/s must take into account “ the availability of resources” • This must be replaced with “ the equitable sharing of resources amongst all residents of South Africa”.

  4. National Energy Modelling and Information Agency • Optimisation modelling as set out in the Bill welcomed • The bill to include scenario modelling • Welcome DME’s key role in all national initiatives relating to climate change mitigation. • But the lead role, powers and functions of DEAT must in no way be undermined. • Strong link to cities must be established. Cities must be given mandate to collect energy information – intensive nodes of energy consumption • Informal settlements: Adequate and updated data on energy welfare needs to be available

  5. Ch 4: Integrated Energy planning • “ In order to avoid turning back the clock on progressive energy planning approaches, the Bill needs to be extremely clear as to the planning approach to be adopted within its “ Integrated Energy Masterplan”. Ideally this should simply be an Integrated Energy Plan (as per 2004 draft)

  6. Institutions and capacity • Rationalise existing and new institutions • Incumbent on the Minister to ensure these institutions are sufficiently and capably staffed • Ensure parity of funding between RE/EE and all other energy sources – SANEDI should be the leading energy research institute and not the ‘poor cousin’ of coal-fired electricity and nuclear energy.
