  4. Issues for Responders on the Scene Outside law enforcement tended to use two-way radios operating on different frequencies than the local precincts. Department of Defense elements found difficulty in communicating with civilian agencies. 911 became unusable even while active due to “spiking call volumes as desperate people tried to get help or check on those at risk.”1 1 Dr. Robert Miller
