  1. Discussion of IEC TC111 WG1 and IEC Draft Standard 62474 Eric Simmon Electronic Information Group Semiconductor Electronics Division eric.simmon@nist.gov 301-975-3956

  2. Introduction: Need • Material composition information is a piece of a sustainable product lifecycle • Environmentally Conscious Design (ECD) and manufacturing • Regulatory compliance • Flavors of RoHS, REACH • Ultimately this provides a competitive advantage

  3. Introduction: Obstacles • Complexity of regulatory landscape • Many RoHS type regulations • Similar but different • REACH • Future regulation • Complexity business responses • Simple Yes/No • Are yes/no declarations trustworthy? • Substance reporting at product level • Must request additional declarations if laws change • Full declaration • Future-proof but presently expensive and difficult

  4. Introduction: Standards • Domain: • What data to report and why • How to measure • How to report • Implementation: • Data types/structure/format • Reference tools

  5. MATERIAL DECLARATION FOR PRODUCTS OF AND FOR THE ELECTROTECHNICAL INDUSTRY – TC111 WG1 • Describes the procedure, content, and form relating to material declarations for electrical and electronic products • Covers materials and substances that are present in a supplied product • Does not cover production chemicals and emissions during manufacturing or use • Does not specify how to capture material composition data

  6. Three Sub-teams • Process • What is the procedure for material declaration? • Material and substance lists • What are the material groups and substances that must be reported and at what level? • Data exchange format • What is the format of the data exchange?

  7. Process • When shall material data be provided? • Electronic product or product family • What data shall be provided? • Material Group • Substance • Details • Multiple levels (product parts) • yes/no questions

  8. Material Group/Substance Lists • Criteria • Material Group • Grouping of materials that effectively describe electronics products to support ECD • Declarable Substances • Currently regulated • Projected to be regulated • Industry defined • Thresholds • Allow user to determine compliance status • Allow user to meet “market need”

  9. Data Exchange Format • Driven by requirements set in process and criteria sections • Data • Elements – what data is included • Types – what kind of data • Structure – how the data is related • Format • XML – eXtensible Markup Language

  10. Status • 1st CD • Spring 2008 • Last meeting • October 2008 (Jeju, Korea) • Next meeting • February 2009 (Gaithersburg, MD) • Next CD following meeting in Gaithersburg

  11. Other Standards • EIA JIG-101 • Material Composition Declaration for Electronic Products • ASTM F2725-08 • Standard Guide for European Union's Registration, Evaluation, and Authorization of Chemicals (REACH) Supply Chain Information Exchange • IPC 1752 • Materials Declaration Management • RosettaNet PiPs 2a13, 2a15 • Material Composition Information • Proprietary spreadsheets
