New Billing Model (delayed) • general voice services will continue to be funded through charges for telephones (or perhaps telephone numbers), replacing the current tangle of usage-based rates with a flatmonthly rate covering a phone line, dial tone, a basic telephone set, and its local and domestic long-distance calls; • general data serviceswill be funded centrally, with annual appropriations determined by University target-calculation rates plus specific size-based formulas, and • special services will continue to be funded through charges on anitemizedbasis, with rates based on service and administrative costs.
