  10. Commonly Asked Questions 1. Are FAA Executives and Senior Executive Service (SES) the same thing? • A:No, these are two different types of Executives, specifically based on types of service (competitive or excepted). See matrix for overview comparison. 2. How long do my narratives need to be per Leadership Dimension and/or Technical Requirement(s)? • A: There’s not a length recommendation or requirement in terms of page and/or character count. It’s recommend that the applicant provide 1-2 strong examples per leadership dimension and technical requirement which could be an estimated 2 pages in length per requirement. 3. Are Technical Requirements listed for every FAA Executive announcement and if so, are they different each time? • A: Yes, there are 1-2 technical requirements specific to the position for each Executive job opening announcement (JOA). 4. If minimum/basic qualifications are not met does an applicant get another opportunity to address the requirement(s)? • A: No, the applicant submits one application per vacancy announcement.  Once the announcement closes, there is not an opportunity to re-submit or readdress narratives when an applicant is determined “not qualified.” 5. Are Technical Requirements assessed in the same manner as Leadership Dimensions (meeting minimum qualifications)? • A: Narratives for the listed Technical Requirement(s) are assessed to ensure minimum/basic qualifications are met in the same manner as the Leadership Dimension narratives are assessed.  Technical requirement minimum/basic qualifications must be met in addition to the Leadership requirements in order for the application package to proceed to the next step of the application process. . 6. Is there a recommended FAA resume format needed for Executive positions? • A: There is not a recommended format however, at the minimum your resume should include current and past position title(s), grade or pay-band held (if federal position), start/end dates (month/year), number of hours worked per week, level and amount of experience, and examples of relevant experiences/accomplishments. Does FAA have a version of the Qualifications Review Board (QRB) similar to the Title 5, SES service? • A: When a specific criterion is met (11 or more competitive minimally qualified applicants), a Rating Panel comprised of at least 3 FAA Executives is formally convened to rate and rank minimally qualified applicants based on their application packages in relation to the FAA Leadership Dimensions and the applicable Technical Requirements.  If there are 10 or less competitive minimally qualified applicants, an Executive Resources HR Specialist will certify qualifications. FAA Executive Resources certification does not connote Title V QRB ECQ qualifications certification. 8. Does the FAA give feedback on qualifications if minimum qualifications are not met? • A: Yes, upon the applicant’s request, Executive Resources provides each applicant feedback if he/she does not meet minimum/basic qualifications. The applicant may contact the HR Specialist listed in the job announcement if feedback is desired. 9. Can I submit my narratives in advance to HR for review prior to submitting my application? • A:No, qualifications are reviewed by HR once the job announcement has closed. 10. Can I defer to my resume when responding to Leadership Dimension(s) and/or Technical Requirement(s). • A: No, all applicants must address each requirement by providing narrative responses that demonstrate applicable experience. 11. Does HR assess minimum or basic qualifications based only on my resume? • A: No, all minimum or basic qualifications are assessed on the applicant-provided narratives for all Leadership Dimensions and the applicable Technical Requirements. 12. Are FAA current or former employees provided additional consideration because they have/had worked for the Agency or may have been detailed to the Executive position being announced? • A: No, no additional consideration is provided. All minimum or basic qualifications are assessed on the applicant provided narratives for all Leadership Dimensions and the applicable Technical Requirements.

Can I be found minimally qualified, for example, for 3 or 4 out of the 5 total Leadership and applicable Technical requirements and still be referred to the selecting official for consideration? • A: No, you must meet all minimum/basic qualifications for all Leadership Dimensions and applicable Technical Requirement(s). 14. Do I have to serve for at least one year as a J or K-band (GS14 or GS15) before I’m eligible to apply for an FAA Executive position? • A: No, there is no time-in-grade requirement to be eligible to apply for an FAA Executive position.. 15. Do I get veterans preference when applying for an FAA Executive position? • A: No. Based on the FAA’s personnel reform authority, codified at 49 U.S.C. § 40122(g), the Agency has determined veterans’ preference does not apply to appointments in the FAAES. 16. Are FAA Executive positions announced to all sources (“All U.S. Citizens) and if so what is the minimum amount of days an announcement can be open? • A: Yes, all Executive positions are announced to all U.S. citizens for a minimum of 30-days.
