  2. Background • Long relationship between WCT and the Institute of Payroll Professionals (IPP) • Need for qualification redesign • Need to improve progression routes • Desire for Chartered status • Employer research indicated that members sought an increase in professional status

  3. The model • A national qualification • Blended learning approach • Regional learning centres plus some employer premises • Teaching workshops supported by local tutorial and on-line support • Joint delivery

  4. The process • Serious work started in the summer of 2007 • Validation in December 2007 • A pilot cohort (40 students) launched in January 2008 • Full recruitment in September 2008

  5. The difficulties • Private sector responsiveness set against educational processes • QAA Codes of Practice • Infrastructure • Training lecturers • Quality assurance

  6. Next steps • Work underway to improve on line learning and facilities • Honours degree top up – September 2010 • Another FdA for Pensions • More lecturer training – Summer school
