TTPT Elected a New Chair and Vice Chairs • William Bell of CenterPoint Energy was unanimously elected Chair of TTPT for 2004 • Jennifer Teel, of EC-Power, representing TriEagle Energy was elected Vice Chair • Sharon Polliard of AEP was elected Vice Chair • TTPT requests RMS approve William Bell, Sharon Polliard and Jennifer Teel as its Chair and Vice Chairs Congratulations Sharon and Jennifer !!

TTPT Recommends that MIMO Proceed as Planned The MCT reported that no risks that would affect the implementation timeline were identified for proceeding with the roll out of TX SET Version 2.0 on August 1, 2004. Based on this information the TTPT has determined there will be no changes to the current flight schedules for 2004 and Flight 0504, testing TX SET Version 2.0, will begin on the current schedule.

Texas Market Test Plan Document • The Texas Test Plan Team revised and adopted the Texas Market Test Plan Document on January 8, 2004. • The TMTP was submitted to the RMS List serv for review and approval at the February RMS meeting on January 15, 2004. No comments were received. • The TTPT requests that RMS approve the Texas Market Test Plan document dated January 8, 2004 as adopted by the TTPT.

  8. Market Hard Questions • During the Version 1.5 Market Test, one of the existing market participants almost failed to gain their certification letter. The questions presented by this situation are what does the market do in the conduct of future test flights: • If ERCOT fails to successfully complete a market test? Delay test until success. • If a certified and active TDSP fails to successfully complete a market test? Delay test until success or be subject to Failure Escalation Procedures. • If a certified and dormant TDSP fails to successfully complete a market test? They will attempt to test again in the next market test flight. • If a new TDSP fails to successfully complete a market test? If not actively in the market, they will attempt to test again in the next market test flight. TDSP cannot join the market until they successfully complete a market test flight. • If a new CR fails to successfully complete a market test? If not actively in the market, they will attempt to test again in the next market test flight. A new CR cannot join the market until they successfully complete a market test flight. • If a CR serving load fails to successfully complete a market test? Endeavor to delay test until success. At the end of the scheduled Flight and when 80% of the testing parties are 100% complete, anyone who has not completed required functionality has technically failed the Flight and is subject to “Failure Escalation Procedures.” • Failure Escalation Procedures • Flight Administrator contacts who ever is necessary as determined on a case by case basis for the protection of the market

  9. Market Hard Questions • The Market Hard Questions were submitted to the RMS List serv for review and approval at the February RMS meeting on January 15, 2004. No comments were received. • The TTPT requests that RMS adopt the recommended answers to the Market Hard Questions. • The answers as adopted by RMS will be used by the TTPT in the organization and planning of future test flights.
