Whymonitor? • Performance improvement • Benchmarking between LA’s and comparison with what DWP provided • Accountability • Informing the development of the permanent scheme • To tell us who is using the fund and why – to inform related policy development, eg on homelessness and funding allocations

    3. How developed? • Looked at what DWP did • Design and Implementation Group • Practitioners’ Forum • Analytical Services Division • Data Monitoring Specification for IT suppliers – guidance and application form

    4. What’s to be monitored? • Everything!! • Number and type of applications, and what applications are for • Number and type of awards, and what’s been awarded • Spend and average awards, and performance against targets • Personal data – who is using the SWF • Reason for awards, for refusals, for review • Signposting

    5. What else? • Statistical reports • Evaluation reports from LAs, including on reviews • Feedback from external stakeholders • Quality improvement • Quarterly monitoring and evaluation meetings – first September 2013 • External evaluation – once scheme up and running

    6. Quality Improvement • Role for Scottish Government for interim scheme • Reports on review • Discussions with Decision Makers and Review officers • Sampling of paperwork for reviews • Development of the DMG and relevant case studies
