The poposed funding model for the universities: the strategic component (25 %) • Discipline specific component 8 % of the university funding: 1% ~ 16M€ • Fine arts, both at science universities and universities of fine arts 2.75 % • Science 1.50 % • Engineering 1.50 % • Medical sciences 2.25 % • Given to universities with education responsibility in one or more of the abovementioned fields • Funding based on the share of the persons in the teaching and research personnel career system in the abovementioned disciplines • engineering and science ~5 000 €/person year, medicine ~7 500 €/person year • In addition, the universities of fine arts will be funded by 31M€

The poposed funding model for the universities: the strategic component (25 %) • National responsibility disciplines 7 % of the university funding • e.g. national library • training schools • coordination tasks of the university centers • Strategic funding 10 % of the total • the ministry of education and culture will keep 25 M€ for ’special operations’

Aim settings with explanations • Advancements of studies is very important • Students progressing > 55 ECTS points/year are valuable • Master’s degrees by international students carry extra rewards • Very important to have well working international master’s degree programs • Double degree master’s degree agreements should be explored • Publishing on high quality forums is good for the university • Publication activity of the researchers an obvious recruitment criterion • Doctoral degrees by international student ’profitable’ • Focus on recruiting promising students • Double degree agreements potentially important

Aim settings with explanations • International teaching and research personnel is valuable in the funding formula, but • our most international groups are also the most productive ones • Competitive international funding brings more basic funding • Increasing competitive domestic funding also important for basic funding • The researcher career system should be widely deployed • discipline specific funding for medice, engineering, science, and fine arts based on this indicator

Strategic guidance of reserach (3/3): Research infrastructure program • 2010–2012 resources: different funding instruments amount to 25 M€ 2010–2012 – program needed for 2013–2016 • Enhancing our national and international profile – planning has begun • Update of Finland’s infrastructure road map in 2013 – planning has begun Innovation centers and other strategic co-operation • OIA centers and neworks are supported • Other strategic co-operation • Ympäristötietotalo, Oulu Mining School, CEMIS-OULU, SHOK, VTT, Rokua foundation, Kemi-Tornio AMK, Kontinkangas operators and others
