Statewide goal: Achieve 20 percent energy savings in 130,000 homes by end of 2012.
Home retrofits are an extremely effective way to increase energy efficiency using methods that do not require new science or technological breakthroughs. Instead, effective energy savings and sustainable job creation can be generated by putting skilled construction workers back to work and ensuring quality and safe installation of basic efficiency measures.
These skilled contractors can demonstrate best practices moving forward and help to apprentice a new generation of workers interested in green jobs.
In fact, the federal government is considering a new program called HOME STAR, also casually referred to as “cash for caulkers,” that could potentially focus $9 billion over two years on residential retrofits nationwide. The IOU whole house programs are intended to supplement and enhance the HOME STAR program if it passes the House and Senate.

The Prescriptive Whole House Retrofit Program, which is a basic, introductory approach to home performance. The goal of the prescriptive program is to serve as an industry on-ramp for contractors who are interested in expanding their business offerings to include whole house retrofits.
The prescriptive program is a statewide program and will offer consistency in each IOU service area.
Funding for the prescriptive program was approved at $100 MM.
The prescriptive solution will focus on building shell measures.
The Whole House Performance Program, which requires diagnostic audits and comprehensive work scopes to deliver homeowners a unique whole house solution.
Combined, the prescriptive and performance programs will offer a consistent program model that can be adopted by local governments for roll-out in their communities. The program is designed to be aligned with new and proposed efforts at the State and Federal level, including Home Star or “Cash for Caulkers,” each of which are discussed below.
