ICCA vision Global Product Strategy (GPS) • By 2020, through a combination of voluntary and regulatory initiatives, we will have: • Established a base-set of hazard and exposure information adequate to conduct safety assessments for chemicals in commerce • Provided global capacity to implement best assessment practices and management procedures, especially in developing countries • Shared relevant product information with co-producers, governments and the public • Worked across the value chain, so suppliers and customers can effectively evaluate the risks and enhance their performance • Made information on chemicals publicly available (GPS IT-portal via http://www.icca-chem.org/.) • GPS Safety Summaries

GPS and Dow • Dow Goal Statement • By 2015, Dow will make publicly accessible safety assessments for its products globally, and in doing so will address relevant gaps in hazard and exposure information and will continue to take appropriate action based on the assessments to further protect human health and the environment throughout the life cycle. • high priority products by 2010 • remaining products by 2015

Rationale and objectives • Increased allegations the chemical products cause public health and environmental harm • Increased public expectations for companies to have chemical hazard and exposure information • Demands for publicly available chemical hazard and exposure information (Right to Know) • Increased respect and reputation among key stakeholders, including employees, customers, policy makers • Differentiate Dow as a product stewardship leader in our industry • Increase public confidence in our products

  5. Dow is committing to: • Apply registration requirements of EU REACH legislation to all products globally • Do it faster than otherwise required • Achieve a higher level of transparency than required by legislation or industry commitments

In scope • Products that carry a Dow label or the label of a wholly-owned Dow subsidiary, or is shipped with a Dow safety data sheet. • Isolated intermediates - process streams which are isolated within the process and present the potential for either employee exposure or release to the environment; • This goal does not apply to products produced as part of a contract manufacturing activity where Dow is only providing manufacturing capability.

  7. 2015 Product Safety Leadership Goal Elements • Product Safety Assessments (=Dow terminology for GPS Safety Summaries) • Product Stewardship Anecdotes • Third party assessment of our product safety assessment processes • Fill gaps in hazard and exposure data consistent with REACH registration requirements

  8. Product Safety Assessments (PSA) • Written for non-technical audiences • Brief summaries of basic hazard, risk and risk management information intended to be read by an informed, but not necessarily technically trained reader; posted on http://www.dowproductsafety.com

Product Safety Assessments (PSA) Tiered Approach to presenting Product Safety Information • Annually, businesses plan the products for which PSAs will be prepared. • Businesses provide source information (e.g., SDSs, technical literature, use and exposure information, etc.) • Contract technical writer drafts PSA for review • Dow experts (e.g., toxicologists), marketing, and legal provide review and comments • Contract technical writer incorporates edits • PSA published on www.dowproductsafety.com

Follow up by Dow following REACH registrations In 2010 our EH&S leadership strongly encouraged our colleagues involved in SIEFs and consortia for 2010 registrations to keep the momentum and work together with others on GPS Safety Summaries based on REACH dossier Dow currently in the process of updating our PSAs with the information from REACH dossiers Example : Dow GPS Safety Summary
