What is CERMI? • Comité Español de Representantes de Personas con Discapacidad is an organized civil movement in Spain • Created in 1997 by organizations of people with disabilities: cohesion and unity • Representing 3.8 M pwd , 8.5 % of the Spanish population, still suffering lack of citizenship and equal opportunities: • 34 members, national platforms +regional organizations. • More than 5.000 entities.

  4. Mission …To develop political action towards social inclusion of people with disabilities with full respect of all their human rights

  5. CERMI 5 CERMI has to give added value to its members . CERMI is a political organization unifying the disability civil movement. CERMI has become the reference Platform for all disability issues in Spain

Fields of action Working to achieve non discrimination and equal opportunities: • Definition of public policies, legislation or administrative measures to improve and guarantee PWD rights: reports and proposals. • Defend PWD rights reporting discrimination: • Promote non discrimination through knowledge: education, training, research, publications, raising awareness about HHRR of pwd.

CERMI’s performance… before the CRPD • CERMI is considered as a “stakeholder”: Disability on the social and political agenda. • “Moral legitimacy” recognized by the Government: participation in advising committees…. • Active in the Parliament: Disability working commission. • Creation of the Disability Justice Forum . • Agreements of collaboration with other important stakeholders as trade unions, private sector, Academia, Associations of professionals ,

The New Convention • The disability organizations working since 2001 • Approval of the new Convention the 13th of December 2006: • Written agreement signed by the State parties. • Ruled by the International Law • It has to be ratified by each country to be implemented in the different states. • Spain ratifies the International Treaty on the 3rd of December 2007 and becomes into force on the 3rd of May 2008.

CERMI’s performance after… • Negotiation of the UN CRPD and ratification of the Convention and Protocol • Implementation: • Analysis if the impact in the Spanish legislation …proposals • Monitoring art. 33: • Spanish Council of Disability art. 33.1 • Recognition as the “Independent mechanism “ art.33.2

CERMI´s Action Plan 11 • Designation of a CERMI’s Delegate • CERMI’s advisory Committee for art. 33.2 • Annual Report ( and other UN Reports) • Implementation of the Convention: • Legal mandate for article 12 • Horizontal law • Government working group. • Information of all stakeholders: seminars, etc. • Internal dimension: associations and individuals.
