  2. DHCP LGS LIS SRDB MSAG ALI DB Population of Routing Location Databases for VoIP MSAG is populated with routing addresses (e.g., sos@us.st.ESRN) for each ESZ/ESN. Location Gateway Server (LGS) is configured with ESRN to ESQK mappings for each ESN it serves. SRDB is populated with ESQK to ESN/PSAP mappings. ALI DB is populated with ESQK to LGS mappings. Emergency Services Provider Network VoIP domain Call server PSAP E9-1-1 Selective Router User Agent/ IP device ESGW ESQK  ESN ESQK<=>LGS ESZESRN{ESQKs} ESNESRN DBMS ESQK = Emergency Services Query Key (associated with LGS & PSAP) ESRN = Emergency Services Routing Number/Information (non-dialable), e.g., npa911xxxx or npa511xxxx.

Location validation response (us.st.ESRN) 3. us.st.ESRN DBMS LO = geographic or civil location object ESRN = Emergency Services Routing Number/Information (non-dialable), e.g., npa911xxxx, for routing to ESGW (and to identify PSAP) ESGW = Emergency Services Gateway
