Main ICT Standardization Challenges • Lack of institutional and legal framework to coordinate standardization activities at national level • Lack of experts on ICT standards • Low level of participation from industry and private sector • Funding not readily available • Coordination issues among stakeholders • Understanding how emerging ICT standards will impact the future of the industry is lacking • Implementation issue in absence of proper standardization setup. Yangon, Myanmar, 28-29 November 2013

  3. How to establish National Standardization Secretariat (NSS) • Undertake an assessment of current state of institutional set up • Assess whether the legal framework recognize the mandate of the NSS • Identify the Responsible Agency (RA) and ensure it has the legal mandate for the NSS • Identify priority areas for ICT standards where participation in ITU-T study groups would be needed • Assess human resources and funding needed • Participation of all stakeholders in the NSS is important (private sector, industry groups, academia) Yangon, Myanmar, 28-29 November 2013

ITU Collaboration • Develop guidelines for developing countries to implement NSS • Provide technical assistance to developing countries (e.g Pilot programme for NSS) • Provide consultancy advice on setting up the NSS and assist in stakeholder consultations • Provide training to NSS staff Yangon, Myanmar, 28-29 November 2013

  5. ITU Collaboration • Exchange Programme for NSS: Facilitate sharing of experiences among countries in a region • Training & Capacity building for NSS staff • Writing contributions (Rec.
