  1. Florida Association for Pupil Transportation (FAPT) 2009 Summer Conference • FDOE’s School Bus Inspection Certification Program • FAPT Technician Certifications Keeping in compliance during these challenging financial times

Inspection Program, FDOE’s Role • Florida Statute 1006.22, requires the FDOE to maintain an inspection certification program. • In addition to the on-line written test, the FDOE currently conducts hands-on certification testing regionally in the field. • For an unknown time period, there will likely be little or no travel dollars for the FDOE to conduct hands-on testing in locations other than Tallahassee. • Regardless of the direction taken to remedy the immediate issue, when travel dollars are once again available, the FDOE will resume their regular hands-on testing role.

  3. What Does the Hands-on Test Consist of ? • A late model Type “C” bus is “bugged” with nine specific deficiencies worth ten points each. • Proper use of the inspection manual and form is worth ten additional points. • Each hands-on test candidate is given 90 minutes to inspect the bus and properly identify and document the deficiencies. • The minimum passing score is 90 percent.

  4. Future Changes ??? One Option ? • Depending upon a determination of whether or not the FDOE has the authority - temporarily suspend the hands-on requirement and issue certifications based on the written test only. • How would this affect the districts? Pros? Cons?

  7. FAPT Technician Certification • FAPT Technicians Qualifications and Standards Committee offers: • Vehicle Service Technician Certification (VST) • Master Repair Technician Certification (MRT) • Parts Specialist Certification (PSC) • Shop Service Manager Certification (SMC) • FAPT Certification testing is usually conducted by committee members at the two annual Summer Technician Workshops.

  8. FAPT Technician Certification • There was only one Summer Workshop offered in 2009 in which the attendance was significantly lower that past years. • The 2010 Summer Workshop(s) is not a certainty at this time. • Many school districts offer pay incentive for the FAPT certifications. • Will FAPT technician certification testing be available apart from a Summer Workshop?

  9. FAPT Technician Certification • The FAPT Technicians Qualifications and Standards Committee has conducted this testing in various regions in the past. • The FAPT committee is willing to continue these offerings as long as the need exists. • Notice of these regional testing opportunities will go out through the FDOE e-mail.
