  1. America & Neutrality Today’s Topic: 1.) How did FDR help our Allies while remaining neutral? 2.) How did the Lend-Lease Act and other policies increase tension between the USA and Japan?

  2. From his “Quarantine Speech” 1937 “War is a contagion, whether it be declared or undeclared. It engulfs states…We are determined to keep out of war, yet we cannot insure ourselves against disastrous effects of war and the dangers of involvement.”

  3. How did FDR help our Allies while remaining neutral? • Neutrality Act 1935 no weapons to any nation in war • Neutrality Act of 1937 we’ll sell you goods, but on “cash-and-carry” basis • Neutrality Act 1939  we’ll sell weapons, but on a “cash-and-carry” basis

  4. How did FDR help our Allies while remaining neutral? Can we stay isolated from war? • Lend-Lease Act  we will loan/lease weapons to nations who are “vital to America’s defense”, but these weapons must be returned after the war. What was the purpose of the Lend Lease Act? Are we still neutral?

  5. How did the Lend-Lease Act and other policies increase tension between the USA and Japan? • 1937; Japan invades neighboring China (Manchuria) = looking for raw materials. • Neutrality Act 1937 in effect, but FDR decides to help China b/c it was “not a declared war”

  6. How did the Lend-Lease Act and other policies increase tension between the USA and Japan? • By 1940 Japan had joined the Axis Powers. Japans says they will attack America if they get involved • FDR starts his Lend Lease Program…does this make us involved?

  7. Pearl Harbor Video: While you watch part 1: 1.) What events lead to the bombings at Pearl Harbor? 2.) List some of the ways the Japanese surprised us at Pearl Harbor. 3.) Examples of how civilians & military reacted to the attack.
