Significant Reasons for Manassas Cost Increase FY 2009 – FY 2013 • Increase in Operating Costs – Average $600,000 per year • Decline in State Revenue $1,150,000 • Modular Jail Repairs • Fluctuation in Participation Rate • Increase in Average Length of Stay • Unchanged Monthly Payment Amount • A one percent increase in Manassas participation costs about $280,000 • A $1,000,000 increase in operating expense costs Manassas about $100,000
