Sustainable Development Goals Ad Hoc Team

The CEOS Ad Hoc Team on Earth Observation Satellites is working towards streamlining activities for the Sustainable Development Goals (SDGs). This includes focusing on CEOS' unique role as a coordination body, involving permanent CEOS entities, complementing existing efforts, and connecting to UN processes and the GEO community. The team aims to deliver tangible benefits and maximize resources for all CEOS agencies.

  2. Status of SDG-AHT deliverables CEOS Work Plan (2019-2021)

  3. The CEOS activities on SDGs must focus on the unique role that CEOS should play as a coordination body of the Space Agencies. The CEOS activities on SDGs must serve the interest of CEOS and offer tangible benefits to all CEOS Agencies. The permanent CEOS entities (WGs, VCs, SEO) must be involved in order to leverage expertise, and maximize resource and overall benefits. The CEOS activities on SDGs must complement rather than duplicate the GEO community efforts on SDGs (GEO EO4SDG initiative). The CEOS activities on SDGs must be connected to the SDG processes in place in the UN (e.g. IAEG-SDGs WGGI and UN Custodian Agencies). The CEOS activities on SDGs and deliverables must be embedded in the GEO Federated Approach on SDGs and related workflows. The CEOS activities on SDGs and deliverables must be commensurate with the resources available in CEOS to deliver as planned. CEOS Engagement Plan on SDGs Criteria for streamlining CEOS activities

Indicator Support Sheets with analysis of challenges and opportunities for EO uptake and review of existing EO datasets, tools and platforms • Satellite Data Requirement Tables drafted in general and with regional focus (e.g. Pacific islands). • SEO started to customize CEOS ODC workflows for the 3 primary indicators. • Capacity Building organized jointly by SDG-AHT and WGCapD(e.g. Webinars, Training by NASA during 2019 AmeriGEO Week) Indicators 6.6.1, 11.3.1, and 15.3.1 Progress on CEOS pilot support

SDGs is one of the priorities of the incoming CEOS SIT chair for 2020-2021 CEOS activities on SDGs Future Outlook • The SDG AHT intends to request a 1-yearextension as AHT at CEOS 33 Plenary • to continue SDG activities (with a mid term vision as per 2019-2021 workplan) and use Agencies’ best efforts to support UN and GEO mainstreaming EO in the SDG processes, starting with 3 indicators. • to come at CEOS 34 with a proposal on how CEOS should organise itself to respond to the UN/GEO request for CEOS support on SDGs. • The 1-year extension of the SDG AHT will allow to deal with unknowns/uncertainties: • (external to CEOS) New GEO “Federated approach” on SDGs and related workflows which will include a role for CEOS. • (internal to CEOS) Changes in / improvements to CEOS internal organisation and processes (AHT lifecycles, WGST conclusions) • The group still consider 3 AHT evolution options including: • “SDG Strategy” (cross-cutting activity following the “Carbon Strategy” path), with a coordination body and a work plan that map SDG activities to existing CEOS resources (VCs, WGs, etc.) • Working Group: with a governance system, work plan and reporting mechanisms, and more sustained efforts and support/commitment from CEOS agencies and WGs/VCs to implement it. • Element of a new Working Group (WGIP ?) that would integrate all CEOS activities related to user communities requests for satellite data and information, including SDGs.

ROAD MAP TO PLENARY • Finalise the 2019-2021 CEOS workplan on SDGs (drafted for the 2019 TW). • Continue to liaise with and engage CEOS Bodies (VCs, WGs and SEO) in the 2019-2021 work plan of work on SDGs, according to the new CEOS engagement on SDGs. • Mobilise acritical mass of Agencies’ participation to the SDG workplan and secure resources commitment. • Comply with CEOS processes and work with CEOS SIT to fulfil the requirements for Plenary.
