  2. Disclaimer • This DEA Controlled Substances Reverse Distributor Program is intended for the Research Community. Do not confuse it with the Reverse Distributor Program available to the hospital community!

  3. Definitions • Controlled Substances are those substances listed by the DEA in one of its 5 schedules depending on their abuse potential: • Schedule 1: Substances that are illegal and highly abused • Schedule 2: Prescription drugs that are highly abused such as Demerol, morphine, and codine • Schedule 3-5: Substances with a decreased abuse potential such as tranquilizers and cough suppressants

  4. Why set up a Reverse Distributor Program? • Part of Customer Service to PIs • Cost Savings • Average $500/5 gallon bucket • Cost of a flammable liquids drum • Will be used by the Health Sciences, Boulder, and Denver Campus

  5. DEA Regulations • 21CFR Parts 1300-1399 • Security • Documentation • Destruction

  6. Security • Location of premises • The type of safe • The adequacy of control systems • The adequacy of electronic alarm systems • The extent of unsupervised public access to the facility

  7. Documentation • Teaching institutions are exempt from ARCOS reporting • “Initial Inventory” • Biennial Inventory

  8. Destruction • Controlled Substances get blended into toxic solvents drum • Drum contents get incinerated at TSDF • So many different chemical properties present in drum that DEA accepts this as destruction of the Controlled Substances
